Kochi City gov't official arrested for taking out garbage, while naked

Police in Kochi City have arrested a 49-year-old local government official on charges of indecent exposure after he took the garbage out of his apartment, while naked.

According to police, the incident occurred at around 6:20 a.m. on Monday outside an apartment building in Asahimachi 3-chome, Fuji TV reported. Police said the man, Kenichi Kuroiwa, is currently employed as the chief of the Property Management Division at Kochi City Hall.

Police said that this year, there had been several sightings of a man walking naked in the area some mornings. Police began patrolling the area and apprehended Kuroiwa.

Police said Kuroiwa told them he couldn’t be bothered getting dressed just to take out the trash so early in the morning.

Had he done it once, maybe. You could even chalk it up to not being fully awake yet. But he had done it numerous times, it seems, which is what had police patrolling the area. And since he is a city employee, yes, I believe exposing yourself is grounds for dismissal.

Man...this guy is doing what I have wanted to do...never had the cojones to do so...

I do remember when my son (at the age of about 5) decided to hang hog on our front porch in a nice house in a nice neighborhood. He just let it go for all to see.

The fact this is news makes me like this country more (in a weird way). Guess I should since I probably won't be leaving (at least permanently)

I have to agree this is inappropriate for a city employee. If he was in a different line of work, not being paid by taxpayers, maybe a word from the police would have sufficed.

I dunno. I did know a gaijin who used to often jog naked on a local beach just outside the city. Everybody knew who he was, but as far as I know the police were never called.

Heh, I get this guys feeling 100%. I don't think it should be anything above socially unacceptable. Sure, people shouldn't do it. But if they absolutely want to, well then go ahead. It's not something that should have a law against it, nor should he lose his job. It has nothing to do with his job whatsoever.

You were born naked, our ancestors lived naked, naked is what we all are under our clothes, we are non of us that different so there won't be any surprises, clothing is only worn as a protection from climates we were not evolved for or for display purposes, so why is being in the most humanly natural state a crime?

Mostly good, funny comments. I say more power to the guy. I'm a very early riser (3:30-4AM) and have no qualms about taking the recycling box to the curb, about 15 meters away, naked. I also like gardening naked, and there's a naked garden club in England that cleans up and installs new plantings in public gardens that I'll be joining, next year.

The point is that you must be incredibly lazy if you can't put on even underwear before you go out in public.

So, you think flashing people is okay. Noted. And before you say he didn't, he did -- people saw him. Doesn't matter if that was his intention. Once he stepped out of the door nude, willingly, and agains the law, he was engaging in indecent behaviour. And they DO have laws against it, whether you think they should or should not. You say you understand the guy's feeling, and that's fine -- I think anyone does. But where this guy differentiates himself from most of us, is that we take a moment to think about it, and don't do it. Do YOU go out naked like this? If not, why not? My guess is no, because you know better.

Hardly flashing. Flashing is exposing one's genitals for the purpose of a sexual thrill from the resulting shock. This is closer to streaking than it is to flashing.

I think it should be socially unacceptable to take your trash out naked (I don't want to see it). I'm not so prudish as to think it should have any effect on this guy's job or legal status.

Why exactly should someone be denied of their freedom due to having been naked where someone can see?

I'm looking beyond the answer 'because it's the law' - that's the type of answer Japanese would give. I'm looking for actual reasoning behind their being a law in the first place.

Is public nudity against the law here? Stranger, I know you got the Japanese skills to confirm this. Public nudity is can be protected speech in the US when it is not done for obscene reasons such as flashing.

Wonder if he was naked as in no clothes, or just simply wearing skimpy/light clothing ? If the latter, then I guess that explains why I get weird looks from the neighbors.
