The internet came to being nearly 30 years ago as the 'Information Superhighway'. It was developing over a long period of evolution spanning decades. I saw live coverage from the Voyager 2 mission to Neptune on what is now called an intranet in 1989. And computer hacking/viruses existed in the 80s. Some of it occurred as far back as 40 years ago.
It's about time Japan creates a cybercrime unit now. Cybercrime has been used as a weapon of war since 1999, if not before and it's been used to pull pranks, steal money and/or infom hard.rmation and effect government elections (like the US in 2016). Japan needs to 'get it together' in that field before China, Russia or even NK hits them hard.

Easy to stay a step or two ahead of Japan because they dithering slowly too much.

Doesn’t make much sense at all, because you often cannot exactly locate the responsible hackers or entities who initiated those cyber crimes, especially if they are in foreign countries or still more difficult, in those that are explicitly mentioned. Really needed are more prevention measures, education in privat and business sectors , a deeper understanding in general and of course a certain sufficient grade of responsibility for implementing and taking those necessary measures without exception and loopholes etc. That’s really something that can and should be done within Japanese borders and maybe brings the number of cases significantly down. Reacting afterwards won’t help so much, because then the damage has already occurred and you cannot send a missile to the hacker’s central to blow them up, or can and would you. Surely not.
