Police in Abiko, Chiba Prefecture, have arrested a 46-year-old unemployed man on suspicion of obstruction of police business after he called the emergency 110 number 4,250 times over the past 12 months.

According to police, Yuki Shimizu is accused of making false 110 calls a total of 14 times between 5 p.m. and 9 p.m. on Feb 14, complaining of noise coming from the apartment below him, Kyodo News reported.

Because Shimizu had made similar calls before, police had stationed officers in the apartment below during the same time period, but there was no noise.

Shimizu reportedly made similar 110 calls 4,250 times in the past year, police said.

4250 times in one year? That is like 12 times/day. Sounds like he needs some help.

It took over 4,000 calls before the authorities took action against him???? After say 50 no one thought to address this?

To me 10 false 110 calls should be enough for someone to be taken in or fined heavily for abusing the system.

It amazes me that they planned out a sting operation, posting cops downstairs, waiting for the perp to call and complain about noise. How many hours were those cops sitting there going, "Shhhhh...He's going to call 110. Wait for it!"
