Man arrested for allegedly molesting schoolgirl in Saitama

A 38-year-old man was arrested Monday in Kawagoe, Saitama Prefecture, on suspicion of indecent assault after he allegedly molested a fourth grade primary schoolgirl at a shopping center in Tsurugashima. The suspect was identified as Seiichiro Kojima, a temp worker.

According to police, the assault took place on Sunday at around 3:30 p.m. when the girl from Sakado in the same prefecture had been playing alone in a games arcade. She told police that a man had come up behind her and grabbed at her breasts. She yelled out "Chikan" (pervert), and the man fled.

Four workers at nearby stores gave chase and subdued Kojima about 100 meters away. He was handed over to police shortly after. Police said that Kojima was in an extremely agitated state.

Good on this child. My first reaction was kind of the same as Disillusioned, but regardless of her state of physical development, the man's intentions seem pretty clear, and he should be busted as such. I hope the girl is okay.

As to the man being 'agitated', isn't that a bit normal if you're trying to flee and get busted? Still, could be a psychological illness of some sort.

There's been a lot of fuss in California because the prisons budget currently exceeds the education budget, so in other words education is less important than putting criminals on a paid vacation with free food, medical, security, etc. Not to mention the cost of trials, maintaining court buildings, etc.

... and of course the fact that prison will do nothing to stop this guy from going out and doing the same thing again the moment he's released.

I'm not saying let the guy go free, but rather than prison put him in a psych ward for a few months with a good psychologist who can help him work through his issues, and when he's released he'll actually be rehabilitated. From then on an ankle bracelet will monitor him, maybe one that broadcasts the word, "Pedo alert!" to every cellphone within a certain radius with an arrow pointed in his direction so everyone can stare at him and police can monitor his every movement. Plus he'll be paying for his own food, security, housing and medical care.

Think people, don't just rely on prisons, this is the 21st century and prisons are expensive, clumsy and don't actually get the job done. They're a relic of the past that really needs to be done away with for all but the most violent criminals.

So, by this logic, the solution to curb attacks on girls who are of age is to prohibit shows of them in provacative behavior? History might not be your thing, but let me tell you a secret: It was not all that long ago that there was NO TV! TV has only been commonly available for about 60 years, and females being provactive on it for a whole lot less! But attacks on females have been around since the beginning of time!

Despite the horror of a fourth grader getting molested, I think this is a fantastic story.

While there is no doubt that sexual and perverted content made available in manga and anime and terebi and movies does contribute to an atmosphere of acceptance in society for perverts and molesters, honestly molesting has been around MUCH longer than any of those things. It certainly does not help the situation when these things promote sick behavior, but they are not the root cause of it. Prisons DO NOT rehabilitate.. their primary function is to contain the criminals away from society in the name of public safety. Mental establishments CAN rehabilitate some perverts, but i see no reason why the doctors cannot treat them in prison.

It is wonderful that the girl knew how to react to being molested, understood good touches from bad, and was prepared to scream out when someone groped her - GOOD FOR HER! and also GOOD for whoever taught her how to properly respond to perverts!

As far as the media fits into the equation when it comes to molesters, the media is guilty of a LOT of Titillation - To excite (another) pleasurably, superficially or erotically.

Sexual content in the media sells every thing from toothpaste to automobiles. There is an entire portion of the media dedicated to sex and titillation, to inspire lust. The more that people involve themselves in that content, the more they become desensitized by it. A responsible adult might well turn away from that content for a time, but the person who cannot control their lust will instead seek some stronger thrill - like peeping at strangers, or grabbing them. This is not hard math and no surprise for most of us. The media does NOT create perverts, it only entices them and teases them and makes them obsess over what should be a natural part of an adult's life until it becomes an all-consuming addiction. It does not affect healthy, educated well-adjusted people - but it DOES have an effect on the weak-willed perverts and so the media IS a contributing factor when considering the acts of perverts.

Mikanojo, maybe you don't understand or don't care that when full grown women protest molestation, they sometimes get ignored. The point is not that he was a child molester, the point is that he was a molester. Parsing that really does not help. It contributes to others having their pleas ignored while making one class of molester seem more heinous than another. That leads to unfounded explanations of why that type is worse than another, which leads to false and bad ideas, which leads to hysteria. You yourself spoke against the hysteria blaming TV and manga for this, and those people were specifically ranting about the underage being "provacative". Then you went on to back up some of their claims.

Actually, I do agree that some people will be fueled by such material, but all signs point to more being satiated by it. Its easy to overlook such things when focused on one part of the equation, and by saying "child" molester rather than just "molester", focusing on one part of the equation is exactly what you are doing. Of course, that part of the equation IS correct, but if you focus on it, you do the rest of the picture a total injustice. Groper.. is a common term for a sexual predator who physically gropes strangers when given opportunity - but the legal term for 'groping' is molestation and that is the crime that this person in the article is charged with, a single episode of 'groping' a child. While it is true that many molesters choose their victims carefully, they are not all so capable of that - this person in the article is charged with molesting a child, it was an attack of opportunity as far as the article tells us - but we honestly do not know if the man had stalked / targeted the child before the actual crime was committed.

The only differences when the victim of molestation is a very young child (as they are in this article) is that the most common defenses that the molesters claim (enticement, consensual act) cannot be used - and it should also be said that such young victims are not capable of fending off or effectively fighting back, which is one of the main reasons that many molesters target children. It says very much about the character of the molester in that they choose the most helpless innocent they can find as their victim.

It sounds more like you are trying to convince yourself about that than us. Think about that.

It would be as crazy to try to make this a consent issue as it is to attack it. No reason to tunnel a hole under a mountain on this one. The path is clear. Her age is beyond the point. He attacked her from out of the blue. THAT is why its a crime.

Anyway, that whole "under-age therefore cannot consent" twisted construct is purely American. This, is Japan, and Japan is not following anyone down that silly path. Their age of majority is based on entirely different reasoning in any case.

And the age of sexual consent is 13 in Japan; this child in the article is 9 or 10 - so the argument of consent IS valid, and the laws regarding child sexual molestation DO apply: The national age of consent in Japan is 13 as specified by the Japanese Penal Code Articles 176 and 177. However, prefectures can have ordinances that prohibit sexual activities with any minor under 18.

What i DO keep thinking about is that it is so strange, since we all have the internet literally at our fingertips, that matters like the definition of the term 'molestation' and 'child' and the laws regarding age of consent in Nihon must be explained again and again to just 1 commenter who continually in this thread and others, makes excuses, makes bold incorrect statements, offers conjecture, all with the obvious intention of changing attention away from sexual crimes involving any underage child. The law is the law and the truth is the truth - and that commenter has a apparent agenda to excuse sexual crimes against children and the reasons behind that agenda are becoming equally plain for those of us who follow the threads.
