A 28-year-old man has been arrested on charges of indecent assault and intruding into a woman’s home in Tokyo.
According to police, Kenichiro Takahashi, who is a temp employee at the Nakano Ward office, broke into the first-floor apartment of a woman in her 20s at around 10 p.m. on March 22 this year. Police said he entered through an unlocked window. He waited for the woman to come out of the shower, told her “not to say a word” and embraced her, after which he fled the scene, Fuji TV reported.
Takahashi was quoted by police as saying he embraced the woman “in order to calm her down.”
Policer said the woman did not know Takahashi who was identified through surveillance camera footage as he left the building.

I know there are some posters where who make kneejerk comments each time a crime is reported, but is it really so hard to understan that "one of the safest countries" is a relative term? Nobody has ever claimed that Japan is absolutely safe. Such a place does not exist.
