Police in Fukuoka City have arrested a 59-year-old unemployed man on suspicion of assaulting a woman who was walking her dog in front of his house.
According to police, the incident occurred at around 6:30 p.m. Sunday in Jonan Ward. TBS reported that the woman, who is in her 40s, was walking her dog when the man came out of his house and tried to kick the dog.
As the woman crouched down to protect the dog, the man pulled the woman's hair and slapped her in the face.
When the woman asked the man why he hit her, he replied, "You walked your dog in front of my house without my permission.”
The woman called police to report the incident.
Police said the man and woman do not know each other. During questioning, the man denied the allegation and told police, “It's true that we had an argument, but I didn't slap her. I simply raised my hand and it hit the woman.”

Back home, a story like this would gain traction thanks to social media, and that awful bully would soon have tens of dogs crapping outside the front of his house; shame this sort of thing never happens in Japan. The police won't take any action in this case, because he slapped a younger woman.

At least he could not make up an actually useful excuse, if there were no witnesses or camera he may have gotten away by denying everything, but with his lame "my hand hit her" he is done for.

The court should rule that the assailant's hand should serve a term in prison. The hand's owner can choose between accompanying his hand or not.

Or he could be a 59 year old, mentally unstable, unemployed man assaulting a woman outside his own house. The article mentions "his house" and he is quoted as saying "my house".

Being unemployed is a simple enough fact to report, he may have never been employed, or work freelance sometimes, be in between part-times jobs, have been "restructured" from his company, etc. etc. Which would require cooperation from the accused to properly report, which may not be possible.
At the end it is a side detail not really important for the incident, so it is understandable that people will not go to great lengths to investigate it.
