Man arrested for binding girl's arms with tape

A 32 year-old Kyoto resident was arrested Tuesday for assault after he allegedly bound a 7-year-old girl's arms with adhesive tape.

According to police, Michihisa Takahashi, an unemployed resident of Kyoto, approached the girl who was on her way home from school in Fushimi Ward at about 3:30 on Sept 15. The girl told police he offered to give her some sweets if she would put out her hands. When she extended her hands, Takahashi reportedly wrapped the girl's arms up in tape, but she managed to free herself and run away.

On Tuesday, police received a report that a girl from the same elementary school had been approached by a man with a roll of tape fastened to his bicycle. The bicycle was discovered near the school, and police took Takahashi in for questioning when an officer on patrol saw him return to it.

Manga? I dunno, sounds like your average Hollywood horror movie or English-language scary story to me.

But whatever inspired the weirdo, it's terrifying to think of what his plans were for his next move after binding her arms. Poor kid. And I hope she was the first, after all, how many missing people are there? Who knows what this creep has already done to defenseless children?

Ring one up for the much maligned local plod. It is good that they were able to get this chap off the streets before something horrible occurred.

Furthermore, I can only stress what others have said. If the myth of Japan ever being safe existed, it does not exist anymore. Parents (and caregivers) should take every precaution in protecting their children, and they should not leave anything to chance.

Thank goodness the girl escaped! You would think, though, that after they questioned this lurking pervert yesterday that they could have sent out a few uniforms just to patrol the school. And sent an officer into the school to tell kids to stay away from any strangers. They were aware of this suspicious man but took no further action.

I can hardly imagine that someone can tape the girls hands, put her in the bicycle and get away with it in the middle of the day. It wouldn't even happen in the movies. It's wrong to make up stories like this without knowing all the facts.

I agree that he is apparently not too bright. Given enough time and the right incentives, though, even a slow learner will get the checklist right eventually. I hope he gets the attention he deserves.

Dolphingirl... hard to imagine her not escaping. If you think about it, you can figure out that she was probably firing on more cylinders than he was. Taping her hands and not her legs? Bicycle? She screams or runs, he flees. Then he comes back to the same place with a roll of tape three weeks later? So after three weeks of thinking quietly in his closet how to pull off the perfect crime, he buys a new roll of tape and gets back on his bike to try again. PLUS he leaves the bike with the tape someplace and goes off hunting on foot? I am thinking he would have given his next victim the candy and then said... "Oh wait, I had it here... oh... can you wait here? I left something with my bike." Not only does he leave his tool of choice together with the getaway vehicle---both useless to him---he leaves them both far enough away and in plain sight. So all the police have to do is watch and wait.

The guy is demented. If he were not 32, I would say it was Alzheimer's.

Klein2: You're right about this guy. He does seem a few beer short of a six-pack. A bicycle and tape are not exactly weapons of choice for your average kidnapper/molester. Still, pretty creepy and definitely scary for a 7-year-old girl.

Quite possibly he felt a bike and some tape were perfectly serviceable weapons when attempting to abduct a seven-year-old girl. Who expects a little girl to actually have enough presence of mind to get the heck out of danger? Thank God she did, and thank God this man was caught. He might not have been teh brightest bulb on the tree, but most criminals will start small and then escalate their crimes as the thrill wears off.
