A 44-year-old unemployed man was arrested on Sunday on suspicion of forcible obstruction of business after he was seen walking along the tracks and climbing a wall on the Hanshin Main Line in Kobe.
Police said the driver of a limited express train passing through Ogi Station first noticed the man walking on the tracks, Fuji TV reported. Police said the man, Takeshi Sakamoto, walked around 1.1 kilometers to Fukae Station. He then climbed up the station’s in-bound line wall and sat there for approximately 90 minutes. Sakamoto was arrested at around 3:45 p.m. after yelling from the platform wall that he was waiting to meet his wife.
The Hanshin Main Line temporarily suspended services between Nishinomiya and Mikage stations. This prompted some trains to offload passengers onto the tracks via an emergency ladder and guide them to the nearest station on foot.
Although services finally resumed at 5:35 p.m. on Sunday, a total of 90 trains on the inbound and outbound lines were either suspended or delayed, affecting around 10,000 passengers.

As Zichi said, the vernacular press mentions that the drop on the other side of the wall was about 20 meters, that is quite scary. And the guy kept on screaming: ”妻に会わせろ", probably best translated as "Take me meet my wife", rather than "I wait to meet my wife". But no other details. A pic and details:
