It's illegal for her to be employed in JK at 17 but the de-jure age of consent is 13. However the de-facto age of consent varies by location, circumstances, mood of the police and prosecutors etc.
She may not smoke or drink until she is 20.

I suspect the 7000 was just introduction fee (place to meet / vetting ) , the girls get free drinks / dinner /shopping and for extras in cash... the only real crime seem to be they are under tokyo age on consent and the manager should have vetted em better because he put himself in unwarranted risk.

I'm not sure how many of you think she's not a victim.
A child having sex with an adult for money, that indeed makes her a victim. She is not an adult.
Some failed to raise her. Someone failed to look out for her. Many took advantage of her. And yet it's the child's fault just because there's a slight chance that she wanted the abuse?
