 A police officer on patrol noticed Takizawa moving suspiciously behind the girl as she walked up the stairs.

One has to wonder how did the police officer "happen" to catch this? Was his job to look out for women in skirts and be weary of the person behind them? Or unless it was an empire escalator and this perv was trying his little luck.

The first time was in Kokura station back in 2007. I was not sure what I was looking at. Then after stries like this started to break I understood. The second time was flat out boldness in Central Hong Kong when these Catholic lassies were on the train. This guy bent over to tie his shoe in font of me, He had a go pro type devise palmed in his hand. Angling his hand in that upward direction. I kicked him in rear end sending him faceplanted on to that train floor. The sheer shock on his face was priceless.

Of course, it would be best if the people looking could just control themselves instead. Perhaps 2 weeks of sting operations to clear our the offenders would be useful?

When are we going to discuss the fact that foreign "english" teachers who come here actively engage in relationships and sexual acts with their students?

What 'fact' is worth discussing? If the school doesn't want their young English teachers having relationships with students, it will be an explicit rule that the teacher breaks at their own risk. If there's no such rule, what exactly is your problem with it? If the student is an adult and consenting, from my perspective it's FAR less of an issue than upskirt cameramen.

The term "film" is a commonly used and accepted term to denote video recording.

It's not unlike using "hang up" as a term for ending a call on a smartphone, or "taped" to denote audio recording, which are also commonly used and accepted terms.
