Police in Takamori, Kumamoto Prefecture, said Monday they have arrested a 46-year-old man for abusing his one-year-old daughter after he forced her to sit on a kerosene heater, burning her legs and buttocks.

Police said the incident occurred late last month and identified the suspect as Hisao Fukuyama, who lives with his wife and three children.

Fukuyama was quoted by police as saying that he disciplined his daughter in front of the rest of the family because she wouldn't do as she was told, NTV reported.

Meanwhile, local media reported Monday that Fukuyama's wife consulted police last month about his abuse.

And what action did the police take one month ago when the mother reached out to them for help?

The lack of support in these cases from Japanese police and child protective services frustrates me to no end.

I say this because a friend of mine, a foreign dad in Japan, visited his local municipal parenting support desk (kosodate sodan) on concerns of his wife who was abusive toward their very young children. No help whatsoever — in fact, quite the opposite. One of the women he consulted with from the 'support' office turned around and told a neighborhood woman of his visit. That woman just happened to be one of his wife's friends.

There really is nowhere in Japan for people in these situations to turn for help, until it is much too late.

And, the saddest thing is, he was sure he was doing the right thing. Many Japanese have very strange ideas as to what constitutes discipline, locking kids on balconies, in cupboards and garbage bins, scolding with hot water and starvation are just a few of the strange ones, without mentioning the good old fashioned smack down. Life's pretty hairy for a kid in Japan.

And.... as with any serial killer you wonder.... from what environment or circumstance they evolved. It sometimes takes generations to produce one, but men like this are part of the mortar.

According to the vernacular news, he told police 頭に来た - I lost it, i.e. he's claiming he didn't know what he was doing. Waste of space.

I hope the poor little girl recovers soon, with no scars physical or mental, and that they find someone loving and capable to care for her.

That scumbag should be forced to sit on a heater that will scar that little girl for the rest of her life. A little 1 year old girl doesn't know how to be obedient I think they should be harsher punishment for parents or pedophiles that abuse children.

That's impossible to know from this article - he may have been arrested at that time, and they are simply reporting it now. That happens all the time with reporting in Japan.

POS has no idea about life , lock him up take his child of him , make him impotent so he cannot have any more children.

Hope this little girl is not too seriously damaged and can recover , you do not burn your child to discipline them for crying out loud, where is the common sense,? Oh right forgot where we were for a minute there.

Good on the mom for contacting the police before. Sadly, they are J-police, so they didn't do anything (and probably claim they had no way of knowing he was capable of this!) until now, despite the 'consulting' with police being about abuse before.

As for this scumbag, I think that unfortunately he won't do any time, and will be allowed to repeat his crimes. He should be locked up for a while for physical and mental abuse, but I doubt that will happen here. I hope, though, that at the very least he is barred from seeing his family from here on out, and the little girl recovers and has nothing more to do with him.

Actually no. She contacted the ward office on the abuse. The ward worker then went to visit them and verified the injury. Then the worker contacted the police.

A man in Japan owns the family, a generation ago he could sell or pawn his wife or children. My wife's father was sold as a slave for 10 years so I know. That ownership mentally has yet to be stopped. The Medieval mind set is prevalent at all levels. It will take time for Japan to catch up to modern society's.

How right you are. This seems to extend to sports training as well, with coaches using violence against players. As for the father of this child, what a despicable individual. Hope they throw away the key. He deserves whatever he gets in prison

For sure he might had the same treatment with his parents before and not to mention he did it in front of the other family members :( sad to think but this is not unusual in Japan. such a weird way of discipline is being practiced by some japanese people

The abuse occurred "late last month" and the wife consulted with police "last month". Based on that information, this could have all happened less than two weeks ago.

She's only 1 year old!! She's too young to understand and that punishment definitely isn't fit for anyone, it's more like abuse! He should spend some time on the heater himself!
