Man arrested for indecent exposure in front of woman on Tokyo street

Police in Tokyo have arrested a 28-year-old man on suspicion of indecent exposure after he exposed his genitals to a woman in her 20s in July.

According to police, the incident occurred in Umegaoka, Setagaya Ward, Fuji TV reported. Police said Katsuaki Umezawa, a company employee, approached the woman as she walked along a street at night, dropped his pants and shone his smartphone light on his lower body.

Police said Umezawa has admitted to the charge and quoted him as saying,“I get aroused by seeing women scream and run away.” 

About 10 similar incidents have occurred in the Umegaoka area this year and police are questioning Umezawa about his involvement in those cases.

That's what social media is for.

Women, don't run and scream. Stay calm, break out the smartphone and record this nut on video. Put his junk and face on blast.

Hopefully his employers and relatives will all see it.

And oh btw, make sure you point, laugh and ask him "is that all you got?"

Well now a former company employee, and locked up, for how long or not we will likely never know, But the J system should provide him with extensive mental facility rehabilitation funded by the tax payers, while incarcerated.

And your background is... a police friend? We are talking about habitual behavior. They will continue to seek out the next one no matter what the response is, whether it's satisfactory or not. Unless it's a truly frightening response, and then they might take a break before starting again.

Your suggestion to provide a response is not wise. Generally responses encourage the behavior. Some suggest taking a picture, but that would not be a good idea if there were few people around. A frightened perpetrator might choose to forcefully take the camera/phone away rather than be exposed (pardon the pun).

You are correct that they are by-and-large non-violent and will tend to run away to avoid a scene. But still, there is no good reason to engage with them unless there are plenty of people around for support.

A guy did this to a friends wife and kids. I feel sorry for the guy, her husband is ex-military and knew where he lived. Haven’t seen the pervert around for a long time.

Are you a sex profiler ? A judge ? A psychologist ?

No reaction = trying to get a reaction from the next one

Those people are for a very very large proportion not violent and are scared if challenged (they flee). From the police friend involved in such dealing.

Another sex offender written off as a joke, it’s not funny for the victim. The best advice is not to react, the offender wants a reaction. Call the police, try and get a photo of the creep if you can.

And like everybody else who says that, he is would be wrong. No reaction at all is the best, as all flashers are seeking a reaction of some kind. Some actually prefer it when the victims do exactly what he suggests - so they would be encouraged. Others might not like it, but might get angry and aggressive. Just don't engage, don't respond and keep walking.

You should stick to horror flicks instead, you can knock yourself out from all that screaming in those movies. If I was a woman and this happened to me, I would football punt his family jewels, he was asking for it anyway.
