A 26-year-old man has been arrested in Wakayama for allegedly beating his 2-year-old son to death, police said.
According to police, Kazuki Hara was arrested after his son Seri died of a subarachnoid hemorrhage due to a violent attack in July.
Fuji TV quoted a child welfare spokesperson as saying that the boy was taken into care in 2011 after Hara allegedly stomped on him and broke several of his bones. However, the District Public Prosecutor's Office found that Hara's guilt could not be proven and ordered a suspension of indictment.
While Seri was in care, welfare officials said he met with his father 25 times and stayed at his home on 35 separate occasions. It was deemed safe for Seri to return to his father in June of this year. He died a month and a half later, police said.
Police said Hara has so far denied intent to injure his son.

Moderator: The father came to see him at the welfare facility 25 times and he was allowed to go home for short stays with his father on 35 other occasions.

Whole problem with this is...nothing will change. The system is flawed and it will keep being this flawed because no one person can make his/her own decision. There was a decision made but it sure wasn't in the best interest of this child's health and well being

Sorry as I feel for the boy and angry as I feel at the father, it sounds like the welfare people busted their butt. They are still going to get some cases wrong.
At least they are not on over-kill with taking kids away from families for the slightest questionable parenting only to have them die in foster care like some places.

Let me clarify the "Not Proven" clause. This is a general and broad issue with Japanese policy-making including legal issues. The issue is that only 0% and 100% cases are deemed as facts. If something is 1% to 99% possible, it is unproven and a decision cannot be made. They are incapable of using common sense and making a decision in that range. So the poor child was returned to a psycho because they were only 95% sure that was the case. I feel disgusted already ...

If the father had abused the boy before, they should of been bright enough to realize he would be on his best behavior when the child was visiting. Once the child was turned over it was sadly bound to happen, people who hurt innocent children often do not change.

Perhaps we should cause the parents to suffer the same "punishments" as they give their children? Here, let's burn you with that cigarette a few times. Oh, want a few broken ribs too? How about a spiral fracture to the arm? Concussion anyone? OK, now it's time for the fractured skull and internal bleeding.....
And my all time favorite, lock them in a car in the sun during a 34C day....
It won't make everything all right again but there will be one less scum to repeat offend. It's the only rational argument for the death penalty.

I am stunned and speechless about growing occurrence where ill prepared parents tragically killing their own child. Many young adults who are faced with unplanned pregnancies feel trapped and helpless to deal with challenges of raising a child. Unless proper educational and financial interventions are put in place bu Govt to support young parents especially single parents we will painfully continue to witness these tragic episode that could have a terminal influence in future of Japan.

A couple of hard questions need to be asked. One - what happens to some of these people when they're growing up that turns them into such fiends, and two - why do the authorities keep failing to protect others from them. I suspect, however, that the authorities just find it preferable to pretend the problem doesn't exist as it's just too troublesome to do anything about.
