You can't generalize and I disagree with you in most cases. To do it to escape justice or the ramifications of doing something like this is, but for people who suffer mental health issues it's simply ignorant to call them cowards if they commit suicide.

Just to add my 2 cents in. I did ask a lawyer and here is what he said to me (this is about 15 years ago so the laws could be different now):

The national statutory age is 13. That means that prefectures cannot set it below that age, and I'm pretty sure none set it at 13 either. The prefectures can differ, and what he told me was that Tokyo was actually set at 16, not 18. Again this is 15 years ago so I don't know what the situation is now. Also, like SL and James said whether the minor is a student also plays a part AS DOES whether or not it is compensated dating. You could date a minor as long as there is no money involved and no gifts given either. So if you are just dating it is different than if you are giving her compensation. Again, the rules on that can vary from prefecture to prefecture. Its really complicated. You could be in the clear in one prefecture and cross over to another prefecture and be committing a felony by dating the same girl. That's what I was told by my lawyer friend. Anyway that was 15 years ago and I didn't bother checking up more carefully on the law as I have no dog in the fight so to speak.
