Man arrested for making over 5,000 silent calls to fire department

Back when I was a kid we were taught to, if for example you were in a situation where an intruder is in your house and you can't talk for fear of being discovered, to call 911 and stay silent, and that they will trace the call and send someone.

I take it from this article that wouldn't work in Japan.

Whenever stories like these crop up (and yes, they do so with surprising frequency), I'm ceaselessly baffled at why the authorities allow the suspect to continue to tie up emergency resources and personnel for 1000, 2000, or in this case, 5000 times before someone higherup finally says, "Okay, let's arrest him."

This is a public safety issue. I would imagine -- and expect as a taxpayer -- that they police would address the issue within, say, 10 occurances from the same person. It's not like the guy used 5000 different payphones, or used burner cellphones. That they caught him suggests they knew how to find him.

Why wait for the 5000th call before doing something about it? Anyone have any insight?

Why didn't the telephone company figure out after about 5-10 calls that went silent that his number should have been reported to the police for investigation?? Keystone kops at it again
