Police in Yokosuka, Kanagawa Prefecture, said Thursday that an unemployed 36-year-old man detained for molesting an elementary schoolgirl in June, was arrested in May for a similar offense.

According to police, the suspect, identified as Toshifumi Onaka, approached the 10-year-old girl as she was returning home from school and pretended to ask her for street directions, TV Asahi reported.

Police said that Onaka groped the girl repeatedly and tried to get her to let him go home with her so he could use the toilet.

Following his arrest, Onaka was quoted by police as saying that he is “interested in young girls.”

Onaka was arrested for allegedly molesting a 7-year-old girl in May, but released. Police are questioning him about his involvement in a number of similar offenses in the area since March.

I am waiting for an official explanation from the police authorities about the first arrest. Why was he released the first time? Was he prosecuted? Who were the policemen in charge for the first arrest? Did they properly follow the criminal procedure?

I feel your frustration. The Japanese media invariably leaves out these sorts of glaringly obvious key details, and rarely provides any form of inquisitive reporting or follow-up stories (it's not JT's fault, they rely on the Japanese wire services for this type of news). It ought to be simple journalism 101.

The guys name is Onaka but I myself cannot "stomach" this type of person. If you do not lock him up now, he may end up killing his next victim. It has happened a lot here.
