Police in Nishi-Tokyo have arrested a 20-year-old man on suspicion of molesting a high school girl as she walked home on May 11.
According to police, the suspect, Tatsuma Ishikawa, a part-time worker, came up behind the girl on the sidewalk at around 7:35 p.m., placed one hand over her mouth and put his other hand up her skirt, Fuji TV reported. After the girl resisted, he let go and ran away.
There was nobody in the area at the time. However, police said they were able to identify Ishikawa from street surveillance camera footage.
Police said Ishikawa has admitted to the charge and are questioning him about several similar incidents that have occurred in the vicinity since the beginning of the year.

I am confused... is being 20 considered an adult in Japan? There was another artcile where a guy was 20 or there about and someone said he would be charged as a minor.
The age in the US is 18 to be tried as an adult and generally anyone under 18 is considered a minor. Also was this highschool student of age? Not that it makes it any more right, but one could be a young girl and the other a young woman.

Yes. If the crime occurred when the suspect was a minor, the suspect is charged as a minor no matter how old they are when charged.
