Man arrested for paying 14-year-old girl for sex

Police on Tuesday arrested a 24-year-old man on Tuesday on suspicion of violating juvenile prostitution and pornography laws after he allegedly paid a 14-year-old Kobe girl to have sex with him at a hotel in Himeji back in June.

According to police, Manabu Ueta has admitted to the charge, but said the money was a loan, not payment for sex.

A loan? Hmmmm. That should make it ok to have sex with a 14 year old maybe?? I thought it wasn't legal anymore unless they were 18. Loan or no loan. It must have been a loan for cab fare until next time they went to the hotel together when it would be her turn to pay her expenses and the loan back.

They should not punish people for sex crimes. If the government has permitted all sorts of sex businesses except for brothels then what does it expect its citizens to do. I understand to a certain extent if poor third world countries allow such thing to exist.

And it is also funny how they describe what is legal and not legal in the industry. A youn g woman having a strange man's head on her lap to clean his ears is ok but no sex. They can do testicle massage but they cannot have sex. Who is trying to fool who here? As long as these things exist women will make these services available and men will always try to get those services and pay them.

When 40 plus men are setting good examples, what can you expect from 24 year old men? Don't just blame the man here blame the girl, and her wonderful parents who don't know what their child is upto.

Prior to my first trip to Japan, I started investigating all I could about that country. I read that age of consent is 13, however 20 is the legal age for drinking and voting:

Japan — Age of Consent: Although the age of sexual consent in Japan is 13 years of age, prefecture law usually overrides federal law, raising the age up to 18.

So, "usually" means that in some places people 20 and older may have sex with girls as young as 13, as long as they do not offer money in exchange.

Japanese law is taken too literally, same happens with porn censoring.

I often wonder what becomes of the solicitor, in most cases the girl. This seems to be a web set to attract not only the scum who prey on these misguided children, but also the good guy making stupid judgment under the influence of alcohol or just mentally immature.

I didn't pay her for the sex, I paid her to keep quit about it after wards. I didn't realize what a losing proposition that it was, as she could always threaten to raise the rates.

nevarezga: WOW! I wasn't aware that the age of consent here is 13. That is way to young. Sounds like that law is very outdated and needs to be changed. Ideas and attitudes toward sex also need to change here.

The age of consent is 13, but effectively, other laws make it illegal to have sex with someone under the age of 18 (or 16 in the case of marriage with parental consent). I agree that her parents or guardians should be investigated for lapse in care. If no lapse is found, the girl herself should be punished.

Nevarezga and dolphingirl, prefectural law on this subject always overrides federal law, it's the age in each prefecture which is different, not whether the ancient federal law is still what matters. Sites like that are unnecessarily inflammatory by even putting the age 13 on there, but they can hardly be blamed when the Japanese government can't be bothered to make one simple law that applies across the whole country to clarify things. (There you go newbies, a clue to one of the many cleaning up jobs you need to get on with!)

You'd be hard pushed to actually find a prefecture which still allows 13 year olds to have sex legally, and if you did I'll bet it'd just be for the boys, who often get neglected in these laws as girls are by far the more likely victims, and the only ones likely to suffer health problems from pregnancy. Boys are often left until later even in the most modern countries.

As for this man, is he charging her interest is what I'd like to know. And what's it got to do with pornography? But maybe he's only claiming it was a loan to make sure she can never be charged with prostitution? After all, if she wasn't paid in money or goods it was just sex, and although it may be illegal that doesn't mean they don't actually have a mature relationship going, with love and plans for the future and all that jazz. People often can't wait, but with such an age gap it would be his his responsibility to hold back.

This article seems to be focusing on whether or not he paid for the sex and not on the age of the girl. He was arrested for violating juvenile prositution laws. Shouldn't he be charged with having sex with a minor as well?

They know this and they know much more than this.What they are taught is, do anything, break any rule or law BUT DONT GET CAUGHT!! You can take drugs, you can have your crime organisation, but don't get caught. Yakuza killing and trafficking women and drugs is fine but when they steal PEKOCHAN and get caught, now that is bad. Makes a lot of sense right?

Coupled with a society bent on emotional repression, it's no wonder this happens. The government is always going to be hypocritical on prostitution in the same way they are about graft and drugs of any type. You really can't legislate away human behaviour. You just have to deal with the mess after the fact. This guy is pretty messed up. Gotta wonder how the girl got herself into this as well. I don't really have a problem with prositution. It has always existed and probably always will. What I DO have a problem with is an older man having sex with a girl who is so young. That is pretty much pedophilia and NOT acceptable behavior. The government has to enforce laws to protect children and parent's need to know what their kids are doing!

I simply don't understand how the guy was caught. There has been a string of these cases recently, and I am left wondering if the police are actually more competent that I gave them credit for. Not that I have any objection to prostitution. If the girl wanted to sell and the man wanted to buy, let them at it, if you ask me. As for catching them, it's not in the girl's best interest to offer the information to the cops. And it's certainly not in the man's best interest. So I am left to conclude that the cops are monitoring areas where schoolgirls are known to 'do business'. Then they follow them to the hotel and bust them after the sordid deed is done. Any other theories out there?

Of course it's prostitution. It was a consentual agreement between a girl accepting money for sexual services and a man who paid for them. That's prostitution. The age of the girl complicates matters, but saying "This isn't prostitution" is plainly wrong.

Wrong, plain wrong. In no industrialized country would this 14 year old be able to enter into a binding contract let alone a business proposition without adult consent. The reasons are obvious - mental capacity, experience, etc.

To say that it is prostitution - effectively, a business deal - is impossible.

To say that it is normal sex for an older man to be with a barely-teenage girl is sad, sick, and wrong.

Nobody said it was normal. And nobody said it was a binding contract. It was an agreement between the two. The girl accepted money for sexual services. Plain and simple. That's what prostitution is. And that's why the guy is being prosecuted under the "juvenile prostitution laws". To say that it's not prostitution is ridiculous. You can argue the morality of it all day long, and that's perfectly legitimate. But don't try to distort the definition of prostitution because of your moral outrage.

As the Japanese economy implodes, a lot more women will be turning to prostitution, including married women who do it with their husbands' knowledge and/or approval. As long as it involves consenting adults in private, police should leave them alone. In the case of juveniles, a lot of the problem involves peer group pressure. If more details of the story are forthcoming, it's almost certain that the 14-year-old girl ran with a group that was looking for johns.

All adults have a responsibility to look after children and not abuse their power - this guy did and deserves to go to jail for a long time, as does roman polansiky.

Ultradodgy - just to be as pedantic as you, a pedophile is someone that is sexually attracted to pre-pubescent girls or boys - i doubt a 14 year old falls into this category. The man is more likely an ephebophile - still very much a bad person, but basically I didnt like your tone ultradodgy and wanted to tell you that you are wrong.
