Police have arrested a 42-year-old man on suspicion of rigging a brick to fall from his apartment building in Osaka.
According to police, Kazuo Nakatani, a delivery company employee, has been charged with forcible obstruction of business. Fuji TV quoted police as saying he rigged a 2-kg brick to fall from the railing of the 10th floor corridor of his apartment building at around 6 a.m. on April 12. The brick fell in front of the entrance below but nobody was hurt.
Police the said the brick was bound to the railing by five elastic bands, in the center of which Nakatani had placed a lit cigarette. The brick was “timed” to fall from the building as soon as the heat from the cigarette melted the elastic bands, police said.
Neighbors were quoted by police as saying that they had seen bricks stored in front of Nakatani’s apartment since April and were wondering what he was using them for.
“He seemed like a quiet man. It’s hard to believe that he would do something like that,” a neighbor said.
According to police, there have been six similar accidents in the apartment building since September last year. Police are currently investigating Nakatani’s potential involvement in those cases as well.

Lots of businesses are in apartment buildings. And if the building is a rental building, the building itself is a business.
But this is likely just a holding charge while they gather the evidence they want to charge him with the actual crime they intend to charge him with.

I was rubbish at physics at school, and even I know that a 2 KG brick traveling at XX Mph from that sort of height is going to kill some one. should the charge be attempted murder?
