The problem as I see it is that many so called men think they can get away with such acts due to laxed or no penalties, this sexual predator should not only be locked away for a long time, but also rehabilitated and registered in some case GPS monitored. These measures will help prevent others like him from even thinking about it.

Secondly I think in high risk areas school girls don't need to leave schools with uniforms, but change and leave school with casual clothing , as many predators target girls with uniforms, it's like wearing a flashing light .

I disagree. The correct response to violence is not even more violence. Following your logic we'll all be walking around with guns one day.

The correct response is for the courts to treat these cases much more severely. For example, drunkeness should be disregarded as an excuse.

My point is not about violence, it is about leaving evidence so the scum can’t deny it and do it again.

How about some perspective? This was totally creepy behaviour, but nothing remotely close to rape or murder.

Keep in mind that in another article in another section here, a guy got 14 years for MURDER.

Well, regardless of the presence of gropers, I think many girls (and boys) would welcome the right to choose their clothing to be restored to them as soon as the bell rings, so this is killing two birds with one stone.

Almost everyday "we have this kind of news", because there is nothing more serious to report in Japan. Yes, this chikan stuff is gross, but it is not on the same level as e.g. murder. I would suggest that whereever your home country is, this would not even make the news.
