Man arrested for trying to film up woman's skirt with smartphone

Police in Osaka have arrested a 50-year-old self-employed man on suspicion of committing an obscene act after he was caught trying to film up a woman's skirt with his smartphone camera.

According to police, the incident occurred at around 7:45 p.m. on Tuesday at a bookstore on Kita Ward. The suspect, Tetsuji Moriyama, placed his phone up the skirt of a woman in her 40s. The woman yelled at him and Moriyama fled, pursued by the woman and a male bookstore employee, Sankei Shimbun reported. Police said they caught up with him and detained him near Hankyu Umeda Station.

Police quoted Moriyama as saying he was drunk at the time and can't remember the incident. He was arrested before for committing a similar lewd act in February, police said. At that time, Moriyama attached a miniature camera to his sandals to film up a woman's skirt in an underground shopping area at Umeda.

So, he is a repeat offender and claims he was drunk and doesn't remember it. In other countries he would be on a sex offenders' list and be ordered to undertake treatment for his alcoholism. It's surprising just how common this kind of behaviour is. I've caught half a dozen sick loons with cameras stuck up a girl's bum.

A little deviance? Are you serious? What if it was your daughter or your wife? I'm sure your opinion would be a lot different. He has been caught twice, the first time with a camera hidden in his shoe! He is a sick pervert and should be incarcerated and receive counselling and, he should be left on a watch list until he has overcome his perverted illness.

Ok, let's be honest, I do get that many/most men 'naturally' look when women accidentally (or not) flash their undies in public (train, bar, work etc). I do. And many women do/would do the same.

What I don't get though (or not completely!) is that Moriyama san did not feel ridiculously pathetic when he attached his mini camera to his sandals, at home, probably on the kitchen table, with glue, rubber bands etc. The sandals/mini camera stuff would ruin it for me! Would love to talk to the bloke though :)

@ Jonathan There a big difference between taking a picture of a woman in a bikini at a beach as opposed to sticking a camera under a woman's skirt or dress ! It is invasive and just plain sick.

I don't think you understand how uncomfortable this makes women feel, just the thought of the possibility. Not exactly. When my girl gets older, I'll tell her much the same thing in regards to upskirt photos. "If you catch someone doing it, call the police. Have it dealt with accordingly. But don't be a victim, don't allow someone who does this to you to be stronger than you. Looking at your panties is nothing. Allowing yourself to be emotionally hurt by this lets them win."

Nobody has said, Don't do it because it's an appalling way to treat someone, a disgusting violation of a woman's space, a humiliation for her, and why should girls and women have to live their lives worried that someone is going to slip a camera under their skirts or into their toilet cubicle, grope them in a crowd, follow them home, slip something into their drink, climb into their house and attack them?

Picture Underskirt is no sex offense: do you mean taking a photo of a woman on a beach, so in bikini, is a sel offense ? I am talking about taking a photo, not stalking, groping or touching in any way. I have two girls: I am telling them either to laugh or give a nice slap if too obvious. Indeed, those people are behaving like kids. When a kid, I would gladly go under the table and have good staring to ladies. No one cares...If you are not annoyed, and if it does nothing to you, why care ? In the meantime, japanese have an obvious lack of flirting sense, of exchange between genders, and simply of sex after all.

As a previous commentator said before, sex offense is something serious. And an upskirt picture making news hides the real sex offenses women suffer (groping, harassment, violence, perverses physical actions...) Which are hardly ever reported because women not believed then. Keep calm and catch the real offenders.

The "boys will be boys" mentality that allows kids to get away with aggressive behaviour is where things start to go wrong. There is a video somewhere which illustrates this perfectly. Even though the girl was uncomfortable and wanted him to stop, people think it's funny, cute, and harmless, because they're little. Noone thinks to tell the kid to back the f off.

And so it continues into adulthood, and people think putting a camera up a woman's skirt is harmless behaviour, when it really is not...

I'd want him to be arrested, and punished accordingly.

But I still don't think it's something to put on a sex offenders list. It just makes it mean less. When people know the sex offenders list means rape, hearing that someone is on it is heavy, and I would immediately think bad of the person. When they start putting people on it for getting caught peeing in an alley, or taking a picture up some girl's skirt though, I'm not going to immediately think they are a rapist.

Which is an over-reaction. While this behavior is definitely wrong, and should be punished accordingly, when you start treating any little deviance as a sex offense, it dilutes the meaning.

This is sexual, but there was no physical violation of the women, and no violence. So I don't feel it should be a sex offense.
