Police in Kadoma, Osaka Prefecture, have arrested a 23-year-old man on suspicion of voyeurism after he used a pen camera to take upskirt photos of elementary school girls last year.
Police said the suspect, who is a university student, has admitted to the allegation, Kyodo News reported. Police said he was working part-time at the elementary school’s after-hours childcare center.
The pen camera was found last month hidden in the toilet at a facility for people with disabilities, where the suspect also worked part-time.
Police inspected the camera’s contents and discovered images of at least seven elementary school girls.

What does anyone upskirt for? I don't get it. What's the excitement for those who do? The whole issue is sickening. But to do it to children. . .maniacal. It is the same thing as molestation to me. This guy. . .I don't want to say how I'd like him to be punished. But it would be harsh. I simply don't understand upskirting. I don't understand the twisted perverts who do it, either.

It's a taboo fetish, people get a kick out of some things just BECAUSE you are not meant to do it. The fear of getting caught is the excitement not the subject themselves.
People don't just start being weirdos in their 40s. It's just that the escalation has usually reached a level where they were more likely to get caught by then. This guy just escalated earlier. It's very common for rapists and murders to to have a history of more minor crimes like voyeurism, stealing underwear or hurting animals.

Yes exactly, under normal circumstances (precluding someone intentionally intending to arose by wearing an exceedingly short or tight skirt) one wouldn't pay much heed.
The problem arises when you have a massive porn industry which aggressively implants into its viewers' stream of consciousness the 'sport' of viewing upskirt as a prelude to abduction and rape, and which also monetizes footage of upskirt/abduction/rape.

It’s sick to think anything sexual towards an elementary school child. But I understand why these type of things common in japan. There very wrong things in the culture. When people are growing up in this culture exposing sexuality and wrong things from childhood, then they develop weird sexual behaviour. I don’t think the young guy should be punished badly when i think of how he must have been raised since he was a little child exposing wrong things.
Some sort of penalty to discourage repeating similar acts would be sufficient.

Sure, put it on the list of interview questions. Much better than what's your favorite color or where do you like to grab a drink after work.
A heck of a lot better than them NOT getting arrested, or just transferring to another school or company with zero repercussions.
I suppose just letting them wander the planet, freely, as if nothing ever happened is a better solution?
