Police in Ikoma City, Nara Prefecture, have arrested a 51-year-old man on suspicion of violating the prefectural nuisance prevention ordinance after he filmed up a woman’s skirt at a train station.
Police said Yoshiaki Kubo, Nara TV Osaka branch manager, is accused of placing a bag under the woman's skirt on an escalator at Ikoma Station on the Kintetsu Nara Line, at around 4:35 p.m. on Monday, Sankei Shimbun reported.
A man who noticed Kubo acting suspiciously behind the woman detained him and called station staff.
Police said the bag contained a smartphone which was in video recording mode.
Police quoted Kubo as saying, "I filmed up her skirt as a way to relieve stress and frustration at work.”
