Police in Kiryu, Gunma Prefecture, have arrested a 21-year-old man on suspicion of kidnapping a teenage girl whom he met online and then took to his residence.
According to police, Kisei Osawa, a construction industry worker, got to know the girl, who lives in Niigata City, on a social network site, Kyodo News reported. He arranged to meet her at around 8 p.m. Tuesday near her home. He then drove her to his apartment in Kiryu.
The girl’s family contacted police later Tuesday and police arrested Osawa at his home on Wednesday afternoon. The girl was taken into protective custody and was not harmed, police said.

Need context... there's a world of difference between taking a willing 17 yr old to your apartment vs. taking an unwilling 12 yr old to your apartment.

It's all case by case one would think.
Whereas some 18-19 year old (teenagers) are pretty mature and know their way around. Unfortunately not all of them.
Of course on the other hand 13-17 year olds, not so much. But since we don't have the information, we have to speculate.
While some 21 year olds (physically adults) are still 12 year olds, mentally.
By the way, SO MUCH detail in this story.

Sorry, guy. You found a “teenage girl” online, apparently under the age of majority and age of consent. Regardless of what you may have thought, what you planned, what you may have coerced, it all doesn’t matter. It’s time to pay the piper.
