Police have arrested a 43-year-old man on suspicion of sexually assaulting a teenage girl after he broke into her apartment in Tokyo’s Edogawa Ward in January.

According to police, Tatsuya Hagiwara, a company employee, managed to enter the victim’s apartment at around 3 p.m. on Jan 27 by pretending to be an employee for a condominium management company, Fuji TV reported. Police said he carried a tablet device in one hand and told the girl who was home alone at the time, that he was conducting a facility inspection.

Police said Hagiwara, who is already under arrest for a similar offense, has partially denied the charge, saying he only touched the girl on the shoulder. He was quoted as saying he would spot girls during his commute and follow them to find out where they lived and when they might be alone.

Police are questioning him about his involvement in several other reported assaults.

Probably not. It says he's already under arrest now. The incident in this article was at the end of January. He was likely arrested for the other incident after the incident in this article, and while in detention (they can hold suspects for 23 days), they would serve him a fresh arrest warrant on the new charges.

No teenage girls or their families would agree that a 43 year old man with a history of stalking and sexually assaulting teenage girls alone in their homes would agree that he is 'not a threat to society'. The article doesn't specify the details of the assaults. Maybe they were rapes? Even if just groping, what might he do next? Something much worse? People like him have been known to murder their victims.

This might sound like a minor affair, but it is not. To the women involved it is a life altering traumatic event. To their families and friends it is also traumatic, in that it horribly affects how a loved one behaves. Breaking into a woman's domicile for the purpose of assaulting her is a terrible crime.

If you have a Daughter, then the rule should be, when home alone - no one is allowed into the home. Use the chain on the door, and if the person refuses to come back later, close the door and call the Police - and call the Parents. Plain and Simple.

Since in this case parent(s) not being home overnight was evidently a routine thing that this rapist identified, one may ask why? Did the parent(s) work overnight, or were they doing sleepovers elsewhere? Parenting and protecting a child doesn't stop once they reach their teen years. How do they make this up to their child now?

Omg!! This is the kind of stuff I've been saying about Japanese old creepy men who stalk girls around the neighbourhood. It doesn't matter how cute, old, tall, thin, chubby, whatever. They just wait until the prey is alone.

It reminds me of how scared I was when I first moved in the neighbourhood in Higashiosaka. It is a very lonely neighbourhood at night with many kogaishas (small companies). So the are many workers, mostly men walking around at night. One night after arubaito (around 11pm) one men in his bicycle approached me "neechan, neechan, asobi ni ikanai?" as soon as I saw him I shouted but that would not stop him. I just ran home almost crying, but we could not do anything as we could not confirm who was him. I feel japan is quite safe but not at night for girls to walk alone, unfortunately. I stopped working at that restaurant as I was afraid of coming back late from work.

I have two points:

Don't open the door to anyone unless you're expecting them. I've been doing this for years now and it's served me pretty well. I'll answer the door if i'm expecting mail, but otherwise I don't give a rats ass who it is. No NHK, no tobikomi eigyou trying to sell me sht I don't need, no mormons, nothing.

Perhaps this fool of a man could learn how to strike up a conversation with women and eventually even get intercourse with consent rather than wasting time doing these idiotic tbings.

Well, given that he'd spot and follow them home, and managed to enter this young woman's house to "touch her on the shoulder", as he says, I'd say they've got him on stalking and assault charges and should put him away for a stint (especially given the similar charges he's been arrested for), but we know how stalking and the law works here (usually no police action until there's a body, despite all the signs and literal warnings). So, I hope they can detain and imprison him for something stronger.
