Please just let him pay the train fare, over time with interest if needed, and send him on his way. However, the chances of that?

Eliseo, described by police as unemployed and of no fixed residence, has told investigators he was trying to go to Nagasaki, where he used to work as he thought he could receive the 100,000 yen handout from the local government there.

Ok, well, if he is here legally, give him the money he is eligible for!

Foreign nationals who have legally resided in the country for more than three months are also eligible.

If not....well, dont! I dont know too many countries with a foreign population living within it's borders, that gets a free handout from the government, and only needing to be living here for 3 months!

Maybe the government cant help him, but there have to be some local groups that can step up!

Amateur. You’re supposed to “lose” your ticket that you bought “one station back” and be sure to look up the actual price so you can state how much you paid, and if you’re lucky, pay nothing, if you’re not, you pay that short leg only.

I don't get it. Why did he travel that far for the money, when the municipality would send the application form to your registered address? Maybe he went to check his previous address mailbox?

survive.Surely instead of arrest, the man should be given help to live!

The Japanese government has introduced a blanket cash handout program for helping individuals weather the economic fallout of the coronavirus outbreak. Foreign nationals who have legally resided in the country for more than three months are also eligible.

Unfortunately, the program is haphazard that it cannot be relied upon.

However, the Japanese government gives billions of yen to foreign governments every year so helping one poor Philippino shouldn’t be a problem, should it?

He should contact Japan’s Gaimusho as it spends vast sums every year supporting foreigners!

Strange.. also strange how he can stay here without an address. I wonder if he is eligible without an address? Anyway is it just a myth? I received my masks 2 days ago so I don't expect to receive any cash before 2021.
