Police in Tatebayashi, Gunma Prefecture, said Sunday they have arrested a 72-year-old man on suspicion of reckless driving resulting in death after the truck he was driving hit an elderly man who died later in hospital.

According to police, the driver of the small truck, Minoru Kanai, does not have a driver’s license, Fuji TV reported.

The incident occurred at around 5 p.m. Saturday. Police said the elderly man, whose name and age has not been released, was hit by the truck as he walked across the road.

A little bowing, a little apologizing, a little gomenasai money and this elderly gentleman will walk away a free man

And you're basing this hypothesis on....?

If money makes things easier on the old fellas family, and they can live with it, then why not?

the driver still needs to be punished though. Exactly how, I have no clue.

Certainly never to drive again.

Actually the lack of a driver's license is what will make him do some time behind bars.

You are right, that's how things work here.

Was the old man crossing at an intersection? With the light? Could have been his own fault. More specific details are needed.

without a driver's license, the old man will walk free and will be charged with minimum penalty. if you drive a car with a license you have to pay more than 100M yen, they take your license and maybe spend some time in jail.

No license means very light penalty. ThaTs how it works in Japan. Crazy.

"reckless driving" reckless drivers, signal ignorers, reckless & very competitive; "suspected" perp drivers, .. gotta be more careful when walking around, biking, etc. Lots of vehicles running around these many narrow roads, some with no licenses it appears. As they say be vigilant while commuting, and watch out for children, who seem to pop out of nowhere etc. Especially during Holiday rush and night festivities and "social drinkers" etc

That's not what Japanese language web sites say.

The penalty for driving without a license is up to three years in the clink and/or 500,000 yen fine.

If you cause a death while driving without a license, the “up to three years” limit is removed and instead there is a minimum sentence of at least six months.

http://car-moby.jp/68917 and numerous other sites say the same thing.
