Police in Tokyo's Nerima Ward have arrested a 40-year-old man for snatching a bag from a woman's bicycle and are questioning him about his involvement in 40 similar cases.
According to police, in late September, the suspect, identified as Hisayasu Ishizaki, rode his motorbike past a 41-year-old woman cyclist and grabbed her handbag out of the basket on her bike, TV Asahi reported.
Police said they identified Ishizaki through street surveillance camera footage of his motorbike. He is suspected of being involved in at least 40 bag-snatching cases in the area since August.

You've got to be extra incredibly stupid to pull this sort of "hittakuri" stunt in this day and age of nearly ubiquitous surveillance cameras.

The fact about stealing is that it can be due to psychological problems and not just economic issues. A large percentage of individuals who become involved in stealing activities mainly do so because of depression. Those with kleptomania often occurs with other psychological problems such as mood disorders, obsessive-compulsive issues or personality disorders. As such it is important for people with this psychological problem to seek professional help from a psychologist or psychiatrist. Unfortunately there are many misconceptions about mental illnesses in modern society. We should never judge a human being or make them feel inferior for having a mental disorder or psychological problem and treat them with respect and dignity. Be grateful you don't suffer from any mental illnesses or psychological problems.
