Police said Saturday that a man has been arrested for a second time on suspicion of having made two hoax bomb threats in a month.
The man, who has been named as 37-year-old Katsuki Shibata, was arrested for posting the threat on a police website in June. In the message, Shibata claimed to have planted a bomb at JR Uguisudani Station in Taito Ward, Tokyo. Shibata reportedly challenged police to defuse the device, which was never found.
TV Asahi quoted police as saying that Shibata had previously been arrested for a similar act earlier in June, which resulted in a warning and a suspended indictment. Following his re-arrest, Shibata allegedly confessed to the crime and told police, "I wanted to be caught quickly."

He should be fined the total cost of taxpayers money that was used to pay for all the responders. Police, Fire, Ambulance, and so on.

Perhaps another unemployed person looking for food and shelter ? There is quite a problem in finding a good job these days - in fact ANY kind of job ! Maybe they should have locked him up the first time ! It's still taxpayers money but without all the extra "excitement" of having the police, ambulances etc. called to take care of a "non-situation".
