Police in Tachikawa, Tokyo, have re-arrested a 36-year-old man who dressed up as a woman to repeatedly commit video voyeurism in the women’s section of a public bathhouse.

Police said Daisuke Sugai is accused of voyeurism at four separate bathhouses between April and October, Fuji TV reported. According to police, Sugai entered the bathhouses wearing a wig and filmed naked women on 11 occasions with his smartphone in bathhouses in Hachioji and Akishima. 

Police said he has denied the allegation. 

Sugai was arrested on suspicion of sexually assaulting a woman in her apartment in October.

So because it's a crime against women, I guess it's not of importance right? I mean if he's done this 11 times along with committing sexual assault and they're still letting him roam the streets, it's because they've just shrugged their shoulders and said, "meh" to his disgusting behavior.

What's it going to take for Japan to take these kinds of crimes seriously?

Looks like the dangerous behavior is escalating as well as his crime rate which points to possibly murder being next on the cards. Never ceases to amaze me how these dooche bags seem to get off with a slap on the wrist until they rape and kill someone.. Lock him up until his jewels shrivel up and don't work anymore!

Still lots of shared baths in Japan....sea side one in Yakushima for example , I enjoyed.

I noted the couple of men gathered for perving, not bathing as I dragged my sack from pool to pool during a low tide bath.

I see only outlines of bodies anyway without glasses .....could be a supermodel or a granny .....life is cruel sometimes

Too bad JT doesn't publish 'mug shots' (here, with and without wig) of these individuals because it would be interesting to see the faces of those who express these irrational behaviors. But, as odd as this may seem, it is very pale compared to putting on a skirt and entering a female bathroom to commit violent .... as we have seen elsewhere. And there must be some motive that is not 'sexual' because the internet is glutted with undressed and VERY demonstrative Human images and poorly made images of average folks could hardly compete. The 'voyeur' is a strange bird indeed but not so often 'dangerous' and, perhaps, that timidity is what differentiates a voyeur from much worse. (?) Poor guy, trapped in a crippled personality.
