Police in Osaka have sent papers on a 38-year-old man to prosecutors for violation of the Animal Protection Law after he shot at a cat with an air gun.
According to police, the incident occurred at around 1:30 p.m. on Nov 24 near a parking lot in Suminoe Ward, Fuji TV reported. Street surveillance camera footage showed the suspect drive up in a black car and throw some scraps of food out the window. He drove away and came back twice until a cat appeared. He then leaned out the window and fired an air gun at the cat which was about two meters away. The cat ran away, seemingly unharmed.
Police quoted the man as saying he used to like cats and fed them but after one badly scratched him, he wanted to “get back at them.” He also said he had fired his gun at cats about 10 times since August.

Where I come from, much worse is done to cats that doesn't make the news. Don't put him in jail, put him in a room with my cat. My cat is in his teething stage so loves biting people.

Weird behavior, and one that needs to be looked from a bigger issue (lack of maturity, or unbalanced issues.
In regards to the cat, I’m assuming he used an Airsoft pistol like the type you can buy without a license, but which are low powered so wouldn’t have seriously injured the cat. That doesn’t make his behavior OK, or anything. But for an actual air pistol a license is required, and only 500 people in the whole country are allowed a license at any one time for an air pistol. So, if he possessed one of those pistols without a license, that in itself would be considered a serious offense by the Japanese police.
but either way, the desire to hurt innocent animals is disturbing.

Air soft, not an air pistol as above you have to be a club member to own an air pistol. He is a vindictive individual who has pussy issues. Luring a cat to then shoot it, I'd suggest a cry for help because there is no way Air soft is capable of killing of course I will probably be proved wrong. And he missed, cats are agile and if pinged certainly move a lot faster then this one did. Lucky cat. Nutty shooter.

Lucky for the cat as a air pistol is a lot lower pressure they only work at 5-6 Foot pounds of pressure rather than an air rifle that works at 12 foot pounds, I don't think that it is powerful enough to do a lot of harm to a cat. either way he should not have done it.

It is a pistol, but if it is an air soft, then not as powerful as an air pistol. More like a BB gun. You can change the cartridge for a more powerful gas which, though illegal, is not uncommon.
