Suspended prison term for breaking into someone's home and stealing? That basically encourages people to do the same.

"Dacshund" from the German "dachs-" (badger) and "hund" (dog), and were bred to squeeze into burrows and bark ferociously, startling the occupants to flee out the back door, where the hunters would be waiting. This explains their shape, fearlessness, ferocious bark.

For a society that loves rules and order, Japan's judicial system seems to be quite lenient towards those who break them.
