An employee of the Ministry of Defense has been arrested for stealing a microbus from in front of a train station in Shiroi, Chiba Prefecture.
According to police, Yukitomo Nakashima, 40, stole the bus at around 3 p.m. on Thursday, TV Asahi reported.
Police said the 70-year-old driver of the bus briefly left the bus with the key still in the ignition. Upon returning to where the bus had been stopped, he told police he saw it moving away. When it stopped at a traffic light, the driver caught up with it and nabbed Nakashima.
Police said Nakashima has confessed to his crime and was quoted as saying, "I never had the opportunity to drive a microbus and always wanted to."

After checking, yes, it does seem that you can rent such a bus in Japan.
But, looking beyond the one line cherry picked quote, its quite likely he wanted to pick up passengers on a route, not just drive any old bus.
