There are specific laws against shops that provide a certain level of "titillation" without a license.

HUH??? this is OLD NEWS!!! I have read about places like this for YEARS!!! The bar I read about in Tokyo actually had NO underwear. I can not begin to tell you how many times I have read about bars like this in Japan. How is this news? and why now? truth be told who knows? I thought I finally got the TRUE story about panties in a vending machine. I heard it was a one time thing and they store owners never did it again. So it was all blown out of proportion right? nope. I have since found 3. yes 3 separate vending machine (by accident mind you) selling used panties with the girl pictures and everything. if anything this reinforces my belief there are many well established mirror floored bars.

ThereS one in Sapporo.. I havent been there but thought the idea was nicer than the run of the mill pink club in Japan. This story is lacking in information. Why did they shut him down. Sounds like he didn't have the correct license. There are maid cafes where the girls are only in panties. Its not a big deal unless the girl didn't know but that is hard to believe.

I wonder if this was an undercover operation and if so how many times the plods had to visit on surveillance to make sure that the license code was being broken, (on our tax money of course).

There are lots of crazy sex bars out there. If you're interested just google--Inside Japan's surreal fetish clubs. If the owner has the proper license and the women are of age I don't see a big problem with it but a lot of these places hire girls and that is disturbing.

Actually I'd be quite upset with her, if I've told her once I've told her a thousand times to double check the license of the club before flashing her knickers.

So the customers could see the server's panties. So what? If the servers had issues with it they don't need to continue working there. Personally, I'd continue working there but make sure I wore the biggest "granny bloomers" I could find that would still fit under the uniform.

a lot of people jumping to conclusions. of course owner, employees, and customers new about the mirror floor "selling point" every other person said "what's they big deal" then drawing comparisons with stip clubs etc...it's not only the license that is needed, but there are distinctly defined "pleasure zones" in the city, that's why you dont see soaplands on every corner. but then you enter the red-light district and they are lined up in rows. i am drawing a conclusion of my own here, but as most of you have stated, there are certainly lewder businesses in existence, and it would be hard for anybody to believe that he was trying to secretly view panties with a discreetly placed MIRRORED floor, i think it is a safe bet that this was a code violation, license or zoning.
