Ibaraki prefectural police have arrested a 51-year-old man on suspicion of violating the prefecture’s nuisance prevention ordinance against voyeurism.
According to police, Satoshi Tanaka, an assistant bureau chief at the Mito Legal Affairs Bureau’s Hitachi Branch Office, allegedly filmed a 13-year-old boy taking a bath in his home at around 9:30 p.m. on July 16, local media reported. Tanaka took the film from a parking lot beside the boy’s home.
Police said the boy’s mother spotted Tanaka outside the house pointing a video camera at the bathroom, and called 110.
Police said Tanaka has admitted to the charge.

Sounds less like a "nuisance" and more like pedophilia to me.
Mark
A "Pedophile" is what this Pedophile is.

Lock this pedophile up and deal out ‘justice’ quickly
If he chooses to represent himself, put a muzzle on him. - Suspects are only allowed to speak with counsel for :30 a day after interrogation.

No Windows in my shower unit. I hope his parents put curtains up or a shade or something to prevent this. I wonder how he knew the boy lived there. Following him daily perhaps?
Do the hustle
I’ll bet it’s not the first time he’s done this. Only the first time he’s been caught. And, he works for the legal affairs bureau? Now, he gets to see what it’s like on the other side of legal affairs.

Investigation will tell us how long he’s been doing that. His computer will talk
Some dude
Another dirty old man. Too many of them about.
Bet his excuse will sound pretty odd in English. They usually do.
”I did it to satiate my base instincts” said the man.

Not sure what’s more disturbing @blvtzpk 8:29pm: This sicko filming ‘kids’ or the alluded-to-imagery the facilities in the last car of the bullet train?

According to what is said by 'experts', sexual orientation (including appropriate mates) is an innate and 'fixed' thing. If 'pedophilia' is also 'fixed', it seems to lead to extremely risky behavior such as standing outside a house in public and videoing through a window. What a terrible psychological/social disease to have. But, as we all know, it depends on your social class whether pedophilia is taboo or just an expensive, exotic sexual pleasure per, for example, the Epstein/massod honey trap which ran for close to twenty years in full view. When I see stories of the rich being prosecuted rather than just some hapless nitwits, I'll believe that Humanity actually cares but, until then, Prince what's-his-name, et alia, remain free to entertain their unholy desires free from public scrutiny. Ah, what a place Human Reality really is...

what puzzles me is how many people have bathrooms open to public view?
