It sounds like these "people" doing the checks for Child abuse need more training. They can't detect anything Everything they saw that was in the article when checking on the mother and daughter is clearly child abuse.

Reading articles like this makes my blood boil! I figuratively want to beat all those involved, the mother, the "live-in" the social services folks, the city office people, everyone, with a bat upside their heads!

There is NO excuse, and with the dwindling birthrate becoming more and more of an issue, MORE support and education for mothers and families is necessary.

THIS is something Abe could do something about, but because these children dont vote, screw them!

Uhh, the police found a wound on the face and a bandage on the foot and deemed it wasn't enough to suspect abuse, and this all on the heels of previous reports of two previous reports to the child welfare center? And what is enough physical evidence of abuse Mr. policeman? The future of Japan's existence are its children and right now it's doing a pretty messed up job of protecting its future. Poor baby didn't deserve this. This is an outrage.

Given the incompetence and failure to do their job reported here (and regularly) makes me ill, especially after just reading of the government's hopes of boosting the country's fertility rate. Take care of the number of kids currently in society. 13% of kids in poverty, neglect, abuse, suicide, victims of heinous crimes.

The child welfare services in this country need to be overhauled given their rank incompetence.

Another thing that'd go a long way would be changing the culture of the ridiculous sempai/kouhai nonsense that teaches people it's okay to treat those younger than you like dirt.

Referred when the abuse was obvious? Keep abusing the youth and deteriorating their mental health with old ways and you won't have any one to keep up the "和" . That two year old could have been a doctor, a wife or even a mother. Now she's gone because the justice system failed her.

Shame on all the individuals who were involved with this.

The police and authorities certainly dropped the ball again on this poor little girl but the main problem is still the initial abuse. No child welfare center, police, teacher or anyone else can stop a parent from abusing a child. All they can do is be vigilant for signs of abuse and then act.

For me, the continuing question is why parents do this to children, thinking it is discipline. I have no doubt that as I type this, right now, somewhere in Japan, a parent is physically hurting his/her child in the name of discipline.

I wonder what the couple in the story above thought when they saw on TV or read about the girl in Chiba who was fatally abused this year or that little girl last year who wrote letters pleading with her parents to stop hurting her. Did they shake their heads in disbelief and wonder how anyone could do that to their children?

If you're not going to send an expert in child welfare in there, it should be mandatory for the police to refer the case if ANY wound or ANYTHING suspicious comes up! I doubt Kotori was a healthy weight only a month before her death!

There is something SERIOUSLY wrong with the system here!

I understand it is easy to blame family services for not removing the child, but that is not really their job. Their job is to intervene and assess. Their ultimate goal is to keep kids in their homes with their parents. Unfortunately, sometimes they get it wrong. However, it is not their fault the child is now dead. It is the fault of the two monsters this poor little child had to call her parents.

Unfortunately, sometimes they get it wrong.

All too often they get it wrong.

However, it is not their fault the child is now dead. It is the fault of the two monsters this poor little child had to call her parents.

It is also the fault of the child welfare services who failed to protect this child, which is their job.

Q: Is there any reasons, how long they tried and why they could not meet???

Q: Did police inform that to child consultation center? What action taken after that?

3) The police suspect Kotori was subjected to serious physical abuse after the meeting with the police officer as fresh bruises were found at the time of her death.

Q: Seems no action taken after 2), then result is her death, don't you think our child consultation center and police not acting properly?

How we could expect improvement from same child consultation center & police if no progress after their visit?

I suspect that while she was officially still 2 yo, she may been closer to 3 yo, which would explain the discrepancy. A toddler girl that is still 2 yo but approaching 3 yo would most definitely need to weigh far more than 10 kg to be in the normal weigh range.

@savethegaijin my girl is 2.5 and weighs 12kg. i just checked her hospital weight scale chart thing and she is lower but no dangerously and 20kg was at the over the very top end for 2 year old, so a maybe some creative writing. May she RIP and the mother/BF get what they deserve.

Once again, it is not he job of family services to remove kids from their parents. This ya because the alternative is much often much worse. They are put into an orphanage with a hundred other kids and just become victims of the system. Family services do need to lift their game in educating parents and monitoring their progress, not removing kids from their families.
