I saw one of these some months ago in Tokyo at a busy intersection full of people trying to cross the street. No idea what I was really looking at at the time. Why do these exist anyway? What's the point in having a suitcase that can double as a scooter???

These things are a menace, i see them almost daily. A woman bumped into my dear partner while riding one of these contraptions, it made her and me ruddy cross. They are a menace. The police should confiscate them and send to a recycling plant.

They drive them on the streets though, not on the sidewalks. And the drivers have licenses and the cars are registered and insured.
The cops don't really have a choice not to prosecute. Especially since she isn't Japanese.

It might not look classy, but they are cheap. I'm looking at one now that's only HK$4000. It claims to be able to hold up to 110kg. It's empty weight is 9.4kg. So, it and me put together will be under 90kg, which leaves 20kg for cargo. Of course I can walk and only use it as a cargo lifter, too. Either way, it looks very welcome.
My thought is darn it, let it go cop. People can make over 13km/h in a sprint, and I don't think if I'm sitting on such a thing I'd dare push it that hard - I'd be going at walking speed in case it loses its balance. This thing's dangerousness is no more than a large human being. I won't even bother to issue a warning for that even if it is a formal violation of the rules. Don't make people miserable over a HK$4,000 purchase, which even with today's weak yen would only be 20,000 yen, less than a good bicycle.
This is in the same class as "Hair must be Black".

People on mamachari bicycles are much much worse as they take up the entire footpath with their huge bicycles and at travel super fast speed past the pedestrians!
People walking around with usual rolling suitcases are almost at the same speed as this three wheel so called motorized suitcase.
Last month of my friends ( white skinned ) living in Azabu Juban area was stopped by the police 2 times for using a similar suitcase and given a warning not to ride it ( no arrest despite my loud mouth friend protesting that the law isn’t very clear in it ). He walked away with the suitcase and the next day used it again and was given a warning again without being arrested!
Bottom Line, if it was a white skinned American riding this, they could have probably gotten away with a simple warning from the police instead of being arrested. Blacks or other Asian countries people aren’t so lucky in these types of situations!

If they want people to go to the shops using electric power rather than a an ICE, they are going to have to make stuff like this easier to use. You won't get a family shop home on an electric scooter, but you might in one of these.
