The National Police Agency (NPA) says that the number of accused stalkers receiving rehab treatment reached a record high in 2019 with 824 cases nationwide.
Japan’s Anti-Stalking Act went into effect in November 2000, but the number of stalkers in rehabilitation as a practical approach to their obsessive behavior has steadily increased in recent years, Sankei Shimbun reported.
According to the NPA, the number of stalkers enrolled in treatment programs was 405 cases in 2016. This number rose to 750 in 2018 and increased to 824 last year. Moreover, all 47 prefectures have been lobbying for rehabilitation treatment to address the issue.
However, the number of stalkers who refused a medical examination last year was 635, which is more than 70% of the 824 cases. Their reasons for refusing treatment included denying they had a psychological problem or stating they had already received therapy.
The NPA data showed that among 124 people examined, 66 remained in treatment, 38 withdrew from treatment, and 20 were considered rehabilitated after completion. Ten people returned to their stalking behavior.

I never understood what people get out of stalking. Stalkers can be women but they’re for the most part men. I get it if you like or infatuated with someone but obsessing over them to the point where you’re stalking outside their home or window is just creepy and pathetic

Advice for all you jilted nutters out there: Grow up and move on! Therapy finished!

I'm going to look at this in a positive light and say that at least people are acknowledging their problems instead of just letting it get the best of them.
Mental health really isn't much of a deal in Japan or in Asia in general, or at least that's what I see as someone who was born and raised in Asia. From the common Asian person's view, addictions and mental health problems are a part of the life that is meant to be dealt alone and being open about it will give you a lot of stigma, leading to people just keeping themselves to themselves. This needs to change.

There is no hope for these ten. Incarceration is the only solution. I am sorry for the ten women they stalked and hope they can recover from their trauma.

How are these 824 stalkers in rehab but the other tens of thousands are not?
You wanna eliminate stalkers quicker?
Give more jail time, have a serious national sexual predator list, and actually enforce it. Then your numbers will come down real quick.
