Certainly true, esp. with Russia. but there also some cyberpunk gangs like Anonymous who are pranksters, pests and jokers who have no loyalty to any nation or any authority whatsoever. They're modern Qaddafys of cyberwar, pulling cyberpunk pranks, causing problems for others and thinking it's funny.
