Well, when an archaic state tries to control modern technologies it results in something like Telegram case in Russia now. I am wondering if Japanese government will go that far. Would be quite stupid if they do though.

If it hadn’t been for Anime-pirate sites that offers Anime watching for free, Anime would’ve been no where near as popular as it is today.

I myself watch Anime at a pirate site. That’s the reason why I became obsessed with Anime. I know the companies are losing money on it, but they earn it back with their Japanese Manga-sales. If you hunt down these specific pirate sites, it will only contribute to hamper the spread of Anime.

If there's ads, those are commercials. Commercials pay for the site, just as in a regular channel. As the commercials pay, I don't see an issue with "pirate sites," any more than watching NBC or Fox for Family Guy or Big Bang.

Its on the sites to give money to artists in that regards, not the user. Analogous with tv channels, NBC gets ads which pay for programming / channel content , NBC gives money to provider of show. However, I don't call NBC to make sure they do, its on them.

This may have been true back in the early to mid '80s, way before the internet, when we had to pass around badly copied VHS tapes to see anime outside of a handful of badly butchered TV shows, it is not true at all today. You're just making excuses for theft. Just like the folks who used to pirate PC games and use the excuse 'well, I just wanted to see if it was worth buying before I spent money on it'.

But yeah, the government blocking web content is a little bit scary. Library Wars anybody?

Many sites can block your VPN. Try watching anything from ABC out of America. They know when you are using one and you cannot get around it. Not sure why they want us overseas not to watch American commercials.

BBC blocks users for the VPN use also for that special programming they have that they charge for and people overseas cannot get it. That is sad.

Gambling companies like Virtual Baseball out of Texas block all out of state users whether they are using a VPN or not.

So, the VPN is not always the answer. Try TOR with a VPN.
