Police in Kawasaki, Kanagawa Prefecture, said Wednesday that wire mesh and other objects were apparently tossed from a high-rise apartment building, narrowly missing passersby below.
At around 8:30 a.m. on Tuesday, residents of a high-rise apartment building in front of Musashi Kosugi station in Kawasaki’s Nakahara Ward, notified police that four pieces of wire mesh had landed on a road in front of the building, Fuji TV reported.
Police said other objects have been found on the ground in the same area in the past few weeks, including alarm clocks and PET bottles, and believe all the objects were intentionally thrown from the building.

OK, fair enough but, they could question people and ask for fingerprints and see who refuses. I would be interested to know the timeline of the police response.

How difficult can it be? If the police had moved in quickly then the perpetrator would still be in the building; question and fingerprint everybody above say the third floor and they would have their man/woman/child.
