Off duty officer caught taking up-skirt video at Yokohama bookstore

A police officer was arrested Monday under prefectural nuisance prevention laws after he was caught taking an up-skirt video at a bookstore in Yokohama.

Toru Nagahata, a 31-year-old head patrol officer, was caught using his mobile phone to film up a woman's skirt while she stood reading books just after noon at a shop in Totsuka Ward.

According to police, Nagahata has admitted to the charges. He was quoted as saying that when he saw the woman, he "just couldn't resist" and that he had done it several times in the past.

He was spotted by another female customer, who grabbed him and called for police. Nagahata was off duty at the time.

He was spotted by another female customer, who grabbed him and called for police

When she called did he say 'hai imasu yo'.

One word for you son.....IMBECILE.

0 ( +0 / -0 )

How did she "grab him". Would like to have seen that!

0 ( +0 / -0 )

Maybe they meant caught him... But this man has one perverted mind, "several times in the past"...aren't ppl lucky to have men like this saving us from everyday pervs and criminals...sure makes you feel safer...

0 ( +0 / -0 )

Oh boy, another pervert police officer! So what's new?

0 ( +0 / -0 )

And, what will his penalty be? A three month 10% pay cut, no doubt.

0 ( +0 / -0 )

“just couldn’t resist” they always say this.....and nicely done by the other woman. My guess is a bust in rank and humiliation for a few weeks. Gee, the smut rack in the bookstore could have fulfilled desires but ah.... to late. I heard there is a club of these guys who upload these things online... maybe the cops should look into it.

0 ( +0 / -0 )

props to the other lady for actually doing something and not just acting like it wasn't happening

0 ( +0 / -0 )

Priests, schoolteachers, police, they always seem to be the main offenders...

0 ( +0 / -0 )

True alot of ppl turn a blind eye to these sort of things so good for her to show courage...

And I have also heard of this...ppl doing these sort of things and posting them on the net, same as in bth rms and dressing rms...I feel it should be looked into as well, it is an invasion of privacy and demeaning...

0 ( +0 / -0 )

How did she "grab him".

Let's just say she had his undivided attention!!

0 ( +0 / -0 )

But this kind of behavior is usually 'promoted' by TV(as a joke in comedy shows and in anime). This is the part where I'm left with a 'what the...??'

0 ( +0 / -0 )

she stood reading books just after noon

Wow! There ya go. That’s the crime right there! OMG! What was she thinking? Reading books in a skirt capable of being video upskirted? She should have known better. If she was reading in a mini in the morning while the cop was on duty, none of this would have happened.

when he saw the woman, he “just couldn’t resist”

Wow again! ( See cartoon light bulb hovering over my head) He was arrested by desire and nabbed by an off duty upskirting cop nabbing woman (who just happened to be there). No doubt an upskirting sting operation targeting none other than… Japan’s finest.

This is an unprecedented conspiracy to undermine Japanese law and order given the statistically off the chart number of up skirting/panty thieving off duty cops who are being targeted without mercy (tears pouring down my cheeks) by short skirted criminal elements with high power female assets... all while cops are at their must vulnerable: Off duty.

So next time you non-undercover ojyousaminis see an off duty cop in Japan, stop and thank him for not video upskirting you. (Just think of the beads of sweat forming on his brow… the incredible resolve he must have to resist such overwhelming temptation!)

Remember girls; only you can prevent video up skirting.

0 ( +0 / -0 )

just couldn’t resist

Normally, I'd say he's guilty as charged, but his bullet-proof defense is that some mystic primal urge just took control of his keitai and it forced him to unwillingly comply. Wow, I gotta remind myself of that whenever someone cuts me off in traffic - that is was the car's fault, and not the driver's fault.

rubytree. That is a great point. This happens over and over. Are police more likely to do this than your average citizen?

If so, then they have to look at their recruiting and seriously consider taking some measures. If they hired more women, it would reduce the number of police officers doing this. I would hope they at least have zero tolerance to just end this problem.

If not, then it needs to be publicized as a crime more. Women should boycott Fuji TV if they hear snide jokes and belittling of the problem. I suspect that even police play it down though.

Has anyone heard police pooh-pooh crimes before? I knew a guy who had his motorcycle stolen once. The police called it "itazura", where it would be called "grand theft" where I came from. I suspect that the boys down at the precinct thanked this woman for the courage to catch this guy, then they had a good laugh after she left.

OK folks this is at least the 3rd or 4th time or more this year a keystone has been caught doing this shyt... from all ranks....

Again they need a keystone section on this site.

These keystones that they catch not discounting the ones they dont catch...purely depicts the nature of theses keystones among the perverted mentally weak problematic types.

And when I see the keystones profiling gaigins in parts of Tokyo especially in Bunkyo-ku ....It really makes me think of the type of twisted hypocritical perves are hiding behind those tin badges.....

0 ( +0 / -0 )

Priests, schoolteachers, police, they always seem to be the main offenders...

I highly doubt that this is true. It only seems that way because it will make the news. I'm sure that "dockworker caught..." would elicit the same response from the public and therefore wouldn't make the news. Those are the people that we are supposed to trust and are therefore put to a higher standard.

By the way, I haven't read of any priests in Japan being caught of anything. Where did you read that?

0 ( +0 / -0 )

oops... I meant to say "wouldn't elicit the same ..."

0 ( +0 / -0 )

"Just couldn't resist" ... Hah, good excuse!

He's not a pervert.

He's just pretending to be one to cover up the true story.

Underpaid, he sells these clips online for extra pocket money. There's the real crime, perhaps.

0 ( +0 / -0 )

So Yokohama cops are trying to catch up to Osaka cops in the race for the nation's sleaziest? Nice try, but you've got a long way to go guys.

0 ( +0 / -0 )

Perhaps our Toru is just trying to live up to his name: 撮る

0 ( +0 / -0 )

HERE WE GO AGAIN!!! What about that keystone crook-cop crime section, JT? Posters here request that, you know? I do too.

0 ( +0 / -0 )

Doesn't he know he should tie an ipod nano to his shoe?

0 ( +0 / -0 )

Not even the cops know they have a right to remain silent... I suppose I should not be surprised...

0 ( +0 / -0 )

This won't even go to court. The guy will get a minor pay cut and at worst a short suspension, during which the other police will sigh and say, "Shou ga nai, ne, otoko!" Heck, I wouldn't doubt if the police shared and uploaded the video soon after.

0 ( +0 / -0 )

I can't remember the last up-skirt crime where the perpetrator wasn't a policeman.

0 ( +0 / -0 )

suppose he would have been "on duty", would that count as an act of police investigation.

0 ( +0 / -0 )

Lol..kyoken..say he thought she was smuggeling something ... Funny how he admitted to doing it on other occasions..most ppl wouldn't admit to something like this..

0 ( +0 / -0 )

I don't know whether to laugh or cry. A lot of us men can control our urges and abide by the law, or just plain common sense. I really hope this guy gets a demotion and spends 20 days in jail without pay. On second thought, just sack him.

0 ( +0 / -0 )

J-cops really do live a twisted life. Imagine being a woman J-cop.......

0 ( +0 / -0 )

If I were the judge for this case, I'd want to see the picture of the woman and see if it was really that unresistable. If she really was, then it's not a big deal. Also did the woman complain? If she didn't, no harm done.

0 ( +0 / -0 )

to serve and protect and look up girls` skirts. gotta love these guys.

0 ( +0 / -0 )

Again they need a keystone section on this site.

Yes, let's call the new section, the Krooked Keystone Kop section;)

0 ( +0 / -0 )

Reeeealy? Yet another up-kirt J-satsu perp story? 1. This just ain't news anymore. 2. As I once asked last time we had a story like this, do these stories get reported in the Japanese news too? I never hear my Japanese freinds talking about this.

If one of your great fears is being upskirted, I can think of a great many places that will make you absolutely petrified, and the police are just as useless or involved.

0 ( +0 / -0 )

Good on the female customer for taking action!!

Damien: I hope you are being sarcastic.

0 ( +0 / -0 )

These cases are certainly worrisome; to think that those who are supposed to protect us are doing things like this. Very pathetic. But with all of the perverted crimes in Japan of this sort (ie. train groping, undy stealing, up-skirt pics, etc.), it makes me actually wonder about the level of sexual "libido" or drive in some folks here in Japan... I'd like to make it clear that I am 1) in no way defending these "perverted crimes", and 2) totally serious and curious about this. Think about it... there are medical conditions for just about everything from depression to narcolepsy to attention deficit disorder, and much more. So are there people out there that have so much sexual drive or so little control of it that they would need medication to control it? Is there a legitimate medical condition for this? It's easy for most of us (including myself) to say "Well we all feel physical attraction at times but you're supposed to control it..." ...what if some people biologically can't??? Sorry for the ramble.

0 ( +0 / -0 )

Better luck next time!

0 ( +0 / -0 )

Don't these people ever have sex?? Is this all they can do to try to satisfy their urges?? And a cop at that. Just pathetic. Throw him in jail and let Mr Big film him!

-1 ( +0 / -1 )

It's not very comforting to know that when a J-cop commits a crime, he can easily be subdued by a nearby shopper.

0 ( +0 / -0 )

Tahoochi: Of course there are people with an overactive sex drive just as there are people with a lack of libido. I think the difference is how these people with high sex drives deal with their urges. And this depends not only on personal preferences and what is available but also on what society deems acceptable and not acceptable.

In Japan, there are images of kawaii girls in skimpy clothing everywhere so men learn from an early age that it is okay to stare, grope, take photos...they also learn that many women will not object strongly if they are a victim of such perverted behavior. And add to the fact that these types of crimes against women are not really taken seriously...

I think you either don't live in Japan or have a really low opinion of Japanese men. Nobody thinks groping is OK! Nobody thinks upskirt stuff is OK! These crimes are reported and prosecuted - this sort of story is on the news here ALL THE TIME. If these crimes weren't being taken seriously we would never even hear them reported.

0 ( +0 / -0 )

Dolphingirl: Thanks, you do have a point about views on sexuality in Japan from early ages... I don't know if I agree with you on crimes against women not taken seriously in Japan because that's from our perspective (an outsider's perspective). The reason why I say this is that movie, "Oppai Bare" (that movie last year based on elementary school kids who make a bet with their female school teacher to show them her breasts if they work together to win a volleyball tournament?)... that movie really puzzles me and is proof that sexuality is seen in a completely different light in Japan by men and women.

BTW, after I posted my question about legitimate medical conditions of overactive sex drives, I realized of course that if there were such a medical condition, then every rapist under the sun would be claiming to have that medical condition... my bad.

Moderator: Back on topic please.

A "nuisance prevention law"? Sounds weak. Couldn't you also use an "invasion of privacy" charge? Unless the woman was wearing a mini-skirt that just covered her pantsu, she should have been able to assume some sort of privacy for that part of her body.

0 ( +0 / -0 )

All men do this all the time. it's nothing new. lol. If women are concerned about it, wear a longer skirt. :/ problem solved

0 ( +0 / -0 )

That is a patently false statement. All men do NOT do this all the time. I'm a man and have never even felt the URGE take up-skirt photos, never mind actually act on such an urge.

Tahoochi said: Dolphingirl: Thanks, you do have a point about views on sexuality in Japan from early ages...

Which of course explains why only Japanese men do this (facepalm). You ladies need to snap out of it and realize that sex crime in Japan is generally of the mild variety.

I don't take upskirting seriously either. It might have something to do with the fact that the victims walk, rather than limp or crawl, home.

0 ( +0 / -0 )

For Pete's sake...what is with Japanese guys and their weakness to their sexual urges?? As a guy, I know the battle to control our sexual urges is an uphill battle at times but it really isn't that hard to control ourselves for the sake of decency and respect for females.

0 ( +0 / -0 )

Lack of respect for females is the whole issue in Japan for this kind of behavior. Had it been my wife or daughter, they could have arrested him after his treatment at the emergency room.

0 ( +0 / -0 )

I blame it on the boys-only schools. Guys spend their formative years only interacting with other guys. They never get the chance to interact with the distaff population until they're thrust into the real world. By then their tendencies and habits have already been set in stone. To them, women are simply objects to observe and use, not real people.

And yes, I have no idea whether this cop attended a boys-only school, But I'm going to blame them anyway.

0 ( +0 / -0 )

I can't believe he does just to get turned on LOL, i can't get turned on just watching that.

0 ( +0 / -0 )

I see high school girls all the time with skirts so pulled up so high It's hard not to see a glimpse of the white underwear as they are riding up and down the escalator.

When you combine all the low skirts

with

portable cell phones with camera/video

with

some J-men that have extra high libido because they are afraid to even talk to a girl

And you get the occasional guy taking an upskirt photo. It's not like the old days, where a guy left his house premeditated, with high tech hidden camera's.

These are just horny opportunists colliding with attention seeking girls (I don't mean that in a bad way - everybody wants attention from the right people) with nice legs in short skirts.

Doesn't make it right, but it's not as bad as a serial rapists or mass murdering cannibals, or even some of the stuff JHS do.

And I'll bet this guy enjoyed the attention, at least on some level, he got when another shopper grabbed him and turned him in.

0 ( +0 / -0 )

Ah, our daily dose of titillation. Thanks JT.

0 ( +0 / -0 )

Gaijinfo; totally agree with you. This kind of thing is in no way the same as more serious invasive sex crimes.

0 ( +0 / -0 )

Jesus, again? This is turning into a weekly occurrence ...

0 ( +0 / -0 )

if she was standing properly there wouldnt have being anything to film

0 ( +0 / -0 )

Yes, and if people didn't leave their windows sometimes unlocked they wouldn't get their entire family murdered. Don't see how you can pin this on the victim here - it's a crime any way you slice it.

0 ( +0 / -0 )

In plain English then. If this all there is to report on, then Japan is a happy country.

0 ( +0 / -0 )

i do not need to name names.. you know exactly who you are.. the few male regular commenters who consistently make excuses for the juvenile inappropriate sexual assault. They will blame the women for not wearing longer skirts, blame the schools, blame the terebi, blame the society.. blame ANYTHING but themselves and the actions of these men who are using the wrong part of their body to think with. It was a crime of sexual invasion - a perversion. No it was not mass murder, it was not rape, and yes the woman is able to walk away instead of crawling.. that DOES NOT EXCUSE THE CRIME in ANY WAY. That woman is someone's daughter. Imagine for a moment she is YOUR daughter.. still want to laugh and say it was a harmless joke?

0 ( +0 / -0 )

so many perverts, so many idiots, so many degenrates.

0 ( +0 / -0 )

Poor guy... What kind of tortured soul becomes a cop and feels overcome with the urge to take photos like that?

And what kind of incompetent cop gets caught so easily?

0 ( +0 / -0 )

I never thought I would see someone so upset about this, but there it is.

0 ( +0 / -0 )

Surprised this makes the news. If he wants to look up woman's skirts, he should be sentenced to 160 hours of community service changing oji-sans and oba-sans dirty diapers at a nursing home. This should cure him of the problem.

0 ( +0 / -0 )

Yuri Otani. Good sensible idea.

Or maybe he could get married? Then he could just look up his wife's skirt to his heart's content while she watched the latest Korean drama.

yasukuni said:

"Poor guy... What kind of tortured soul becomes a cop and feels overcome with the urge to take photos like that? And what kind of incompetent cop gets caught so easily?"

in a way i can absolutely agree with you.. the man is obviously sick. The reason that he seems incompetent is because when his sexual urges begin, he loses control of himself to a degree. There are also so many people who would excuse his behavior as harmless so that is all the excuse most perverts need to give in to their animal urges and just shut down the reasoning part of their brain. Those people who excuse his behavior are the same people who excuse owning or making child porn or who will blame women for not dressing in more clothes if they do not want to get molested - the people who excuse the crime are guilty of permitting it. If you think of the man as a police officer then, hai he IS suddenly VERY incompetent. If you think of him as having an episode of sexual disorder then it suddenly makes much more sense. The man needs help to overcome his sexual addiction that is so consuming that it overwhelmed his ability to act like a responsible respectable adult in public - risking his job and his income that provides his very lifestyle as he knows it, risking prosecution for the crime; all higher thinking stops and the sexual perversion takes control.

0 ( +0 / -0 )

Its not very clear , dont know The head patrol officers (Police) real intention of taking pictures? who knows he try to find some stolen undergarments? or to make sure that she is having a undergarment underthe skirt?

If How Girls make more shorter skirts to give a full viwe of under garments to make sure others who are interested in the field of the color , shape , brand....., so guys no need to bend down or go difficult to get immage. We should not see this as sick behaviour ,

0 ( +0 / -0 )

History is filled with examples of men who risk everything for a thrill. Happens even to Presidents. I think it will be a long time before you have female cops arrested for taking up-shorts photos!

0 ( +0 / -0 )

@ yasukuni: up-shorts photos? Actually that is considered a drunken party event. There is a big double-standard involved between the sexes when it comes to society perception of perversion.. a perverted girl is certainly welcome among perverted boys ne? It is true that history is written with many examples of men who did foolish criminal acts for the thrill of it and even though it may well cost them their lifestyle or worse it still happens. There are countries where women go out completely hidden by robes, veils and burkas, where the legal penalty for groping a woman is the loss of a hand(!) and it STILL happens. I do not wish to make this an argument about the sexes, there are female perverts too, and certainly for every male who cannot control himself there is at least 20 men who CAN and DO.

0 ( +0 / -0 )

Disgusting to invade a persons privacy like that. There are up skirt websites on the net for people with this fetish where they can pay and indulge themselves with photos of women who have agreed to the photo being taken and who have been adequately reimbursed.
