A police officer was arrested Monday under prefectural nuisance prevention laws after he was caught taking an up-skirt video at a bookstore in Yokohama.

Toru Nagahata, a 31-year-old head patrol officer, was caught using his mobile phone to film up a woman's skirt while she stood reading books just after noon at a shop in Totsuka Ward.

According to police, Nagahata has admitted to the charges. He was quoted as saying that when he saw the woman, he "just couldn't resist" and that he had done it several times in the past.

He was spotted by another female customer, who grabbed him and called for police. Nagahata was off duty at the time.

Wow! There ya go. That’s the crime right there! OMG! What was she thinking? Reading books in a skirt capable of being video upskirted? She should have known better. If she was reading in a mini in the morning while the cop was on duty, none of this would have happened.

If so, then they have to look at their recruiting and seriously consider taking some measures. If they hired more women, it would reduce the number of police officers doing this. I would hope they at least have zero tolerance to just end this problem.

If not, then it needs to be publicized as a crime more. Women should boycott Fuji TV if they hear snide jokes and belittling of the problem. I suspect that even police play it down though.

Has anyone heard police pooh-pooh crimes before? I knew a guy who had his motorcycle stolen once. The police called it "itazura", where it would be called "grand theft" where I came from. I suspect that the boys down at the precinct thanked this woman for the courage to catch this guy, then they had a good laugh after she left.

I highly doubt that this is true. It only seems that way because it will make the news. I'm sure that "dockworker caught..." would elicit the same response from the public and therefore wouldn't make the news. Those are the people that we are supposed to trust and are therefore put to a higher standard.

By the way, I haven't read of any priests in Japan being caught of anything. Where did you read that?

This won't even go to court. The guy will get a minor pay cut and at worst a short suspension, during which the other police will sigh and say, "Shou ga nai, ne, otoko!" Heck, I wouldn't doubt if the police shared and uploaded the video soon after.

If I were the judge for this case, I'd want to see the picture of the woman and see if it was really that unresistable. If she really was, then it's not a big deal. Also did the woman complain? If she didn't, no harm done.

These cases are certainly worrisome; to think that those who are supposed to protect us are doing things like this. Very pathetic. But with all of the perverted crimes in Japan of this sort (ie. train groping, undy stealing, up-skirt pics, etc.), it makes me actually wonder about the level of sexual "libido" or drive in some folks here in Japan... I'd like to make it clear that I am 1) in no way defending these "perverted crimes", and 2) totally serious and curious about this. Think about it... there are medical conditions for just about everything from depression to narcolepsy to attention deficit disorder, and much more. So are there people out there that have so much sexual drive or so little control of it that they would need medication to control it? Is there a legitimate medical condition for this? It's easy for most of us (including myself) to say "Well we all feel physical attraction at times but you're supposed to control it..." ...what if some people biologically can't??? Sorry for the ramble.

I think the difference is how these people with high sex drives deal with their urges. And this depends not only on personal preferences and what is available but also on what society deems acceptable and not acceptable.

In Japan, there are images of kawaii girls in skimpy clothing everywhere so men learn from an early age that it is okay to stare, grope, take photos...they also learn that many women will not object strongly if they are a victim of such perverted behavior. And add to the fact that these types of crimes against women are not really taken seriously...

I think you either don't live in Japan or have a really low opinion of Japanese men. Nobody thinks groping is OK! Nobody thinks upskirt stuff is OK! These crimes are reported and prosecuted - this sort of story is on the news here ALL THE TIME. If these crimes weren't being taken seriously we would never even hear them reported.

I don't know if I agree with you on crimes against women not taken seriously in Japan because that's from our perspective (an outsider's perspective). The reason why I say this is that movie, "Oppai Bare" (that movie last year based on elementary school kids who make a bet with their female school teacher to show them her breasts if they work together to win a volleyball tournament?)... that movie really puzzles me and is proof that sexuality is seen in a completely different light in Japan by men and women.

BTW, after I posted my question about legitimate medical conditions of overactive sex drives, I realized of course that if there were such a medical condition, then every rapist under the sun would be claiming to have that medical condition... my bad.

A "nuisance prevention law"? Sounds weak. Couldn't you also use an "invasion of privacy" charge? Unless the woman was wearing a mini-skirt that just covered her pantsu, she should have been able to assume some sort of privacy for that part of her body.

I blame it on the boys-only schools. Guys spend their formative years only interacting with other guys. They never get the chance to interact with the distaff population until they're thrust into the real world. By then their tendencies and habits have already been set in stone. To them, women are simply objects to observe and use, not real people.

in a way i can absolutely agree with you.. the man is obviously sick. The reason that he seems incompetent is because when his sexual urges begin, he loses control of himself to a degree. There are also so many people who would excuse his behavior as harmless so that is all the excuse most perverts need to give in to their animal urges and just shut down the reasoning part of their brain. There is a big double-standard involved between the sexes when it comes to society perception of perversion.. a perverted girl is certainly welcome among perverted boys ne? It is true that history is written with many examples of men who did foolish criminal acts for the thrill of it and even though it may well cost them their lifestyle or worse it still happens. There are countries where women go out completely hidden by robes, veils and burkas, where the legal penalty for groping a woman is the loss of a hand(!) and it STILL happens.
