Japan is not disproportionately burdened with sickos, psychopaths etc. As Steve says, it's a rediculously safe place. A proportion of the population will be sociopaths, but I'd venture to suggest it is the same as everywhere else.

This story reads like it's taken straight from Natsuo Kirino's great noir novel, "OUT." Consider this a plug for the book, which won her a nomination for the Edgar Alan Poe award that goes to the best mystery fiction of the year.

Yes Nicky what himehentai said earlier is pretty much spot on. I learned all this too late. I fell for the Asians are farmers, Westerners are hunters story you know for many years, till I found the exact same story on the internet. I was like what the hell!

Anyways I live further down South near Ootori but visit Tennoji almost every week. What my2sense say's is true, it's a really crappy area. Some places might seem posh and stuff but that's only on the outisde. In reality the whole area is pretty rotten and dangerous. Would never suggest a lady walking down the street in that area at night. Even in the day in some isolated areas. Especially around the Zoo area, tsutenkaku tower and stuff.

Yes, it is a run down area but it is not a no go area day or night. I actually like the atmosphere because it seems a lot more real than many of the fake places in Osaka. I enjoy eating my deep fried everything and having a cheap beer. As for the women near the zoo my only advice is to look at the hands because you may find they are not women at all.

Tamarama I think Japan is the same as any other country for crime and it is all about what gets reported and what is considered a crime within the culture. For example a magazine depicting 13 year old girls in bathing suits for dirty old men to abuse themselves too is perfectly legal in Japan but definitely not legal in other countries.

That area is notorious for scum and crime. Went to the zoo near there a few years ago and if you ever want to see the darkest and trashiest part of Japan have at it. I could just feel the gambling debts with the stench in the air. As far as I know you get the chop and black plastic bag for not paying the gambling pimps and loan sharks. But its just a random leg and know nothing more.

But the foot was missing too. That's alot of Debt then and a very sick way for someone to compensate their gambling debts. You can't be in your right mind chopping up human body parts.

Your residence, employment and property taxes are not the same across all districts. Some districts are better for part-time, etc workers and others are more aimed at high-earners.

Many people will chose a ward for living depending on how much they can benefit from local tax structure, etc. FYI, I live in the district with the highest taxes in japan and it isn't within the 23 wards. Something that all long-termers should know.

And, yes, I do feel sorry for the guy who found it.

Well aware that the residence tax and property taxes are not the same. Was not aware that employment taxes differed based on region. I also know that said taxes are dependent on local industry, with lower taxes if there is a lot of industry, and higher if there's less. My comment was simply poking fun at the fact that we pay a ridiculous residence tax for zero benefit, and still have to clean up the mess ourselves. In this case, even though this man pays an arm and a leg in taxes, he had to find one of said legs in a park and alert the police.

So far the cops could guess from the size of the foot parts that they belong to a man and a woman, but everything is pretty rotten- one woman said the can had been there for 3 weeks. By the way they found another similar smelly can, but nobody said what was in it.

Whoever did this is not your average everyday average Joe. He/She or they probably don't really look at people they look through people and past people. Probably don't lead normal lifestyles either.

ha ha, thanks guys. I am used to the BS now, so I didnt really think too much about it. I can see with my own eyes what it is like down there, and that is why I was confused when they said it was a nice area. I was like "Really???!"

2 right legs??! That IS an interesting twist. Virtuoso it reminds me of that book too - that is the one where the group of factory women kill the husband, right? It was a great book but REALLY disturbing. Authors with imaginations like that actually scare me!

southsakai: I go through the pendulum thing too, depending on whether I am having a good or bad day. Or how many body parts have been found in my local park! I think most people do who live here. Dont know where you are from but what always cures me is a short trip home to see that Japan is not so bad after all!

At least they try it. J police often complained how little capacity the have for autopsy, if my recollection is correct, only for the 40% percent of the cases where autopsy is required. It might be, that the known lack of investigative capability and preparedness to deal with the growing number of crimes encourages criminals.

Yes, a part of Tennoji is extremely wealthy. Always was. I have found a series of marble plates indicated such or such famous person lived in the place in the past. There are incredible houses there, especially if you can see inside all the modern and antique art they have. That's the old elite (already well off before the bubble), they did post-graduates abroad, are experts in Japanese traditions and old culture, etc.They are low-key. But that's not a friendly place at all. Very old Japan, with walls around the houses, streets empty after dinner time. I guess nobody goes there unless they are invited, or called for work.

The other side was a buraku, and further a bordello-district, also a Korean ghetto. That's no longer. I wonder when the other posters went last time. The vice area closed in the 60's from I heard. The rest has been renovated recently (still some work being done). Now there are shiny new shopping malls, new ritzy mansions, and you won't meet one homeless worker in the corridors of the stations (15 years ago, they'd gather there by thousands). In Shinsekai, these days, it's so clean that you can eat on the ground. The Koreans have become the biggest bourgeois in the country, their side is spotless too. There is still one bit of Nishinari-ku that remains weird. I don't mean misery has actually disappeared, but they pushed it out of Osaka-city. Yakuza, well, the real ones live up North, near my place -so I'm safe, they keep it quiet for their families.

They found another can with both hands and some bones also. A child witnessed that a plump guy left the can in a hurry. Police doubts if this is a professional(by yakuza) murder, because usually the yakuza would do their best to hide the pieces, won't put them on such public places.

I disagree. I think one of the very positive manifestations of the rigidity of Japanese society is that crime is low. I'm not saying it doesn't exist of course, because you and I both know it does, but I do think the Japanese show a very healthy respect for laws, as well as a sense of social responsibility that extends to restraint in areas of criminal behaviour that will adversely affect others. I admire the Japanese for this - because I always feel safe in Japan. Sadly, I very definitively cannot say the same for my home country. There are parts of my city I simply wouldn't go to now. Violence and crime are very commonplace.

You know, I read that long ago and thought the exact same thing when I read this article. The books protagonist was extremely flawed, but on the whole it was not a bad book. Sad that real life reflects it so easily.

I agree the story has evolved since I first read the article at Aug. 14, 2011 - 04:56PM JST. It only talked about one leg being found without a foot attached. This Crime reminded me of the sicko's who keep human body parts in their freezer after they dismember someone.

My suspicion is that the perpetrator will be captured before long. He has gone out of his way to leave the remains in public places and has left at least one witness. He gives me the impression of an individual who wants to be caught.

From this mornings report, they have found a 3rd can. Also the remains appear to be from multiple victims, report said they found 2 right ankles.

Sounds like it will be a bad case overall.

I love Japan, but realized long ago that I am way too American to live there. Although with the increased crime, radioactive food, and governmental denial of said things I would probably feel right at home now, lol.
