A man who was killed after a minivan fell into a river in Saitama City in August may have been involved in a plot to commit car insurance fraud, police say.
According to police, the incident occurred the day after a sudden downpour known as “guerrilla rain.” A 20-year-old man who was seated in the back of the minivan died after the vehicle plunged into a river, Sankei Shimbun reported.
On Thursday, Saitama prefectural police arrested the driver, Yuto Mori, 20, a company employee from Kawaguchi City, and a 19-year-old male company employee who was also a passenger.
Police said that information supplied by others who knew the trio indicated that the suspects were planning to commit car insurance fraud. The suspects were reportedly friends of the deceased man. However, they called off their plan following the fatal accident and did not submit any insurance claims.

So they did not submit any insurance claims there was a fatal accident and they lost a friend in said accident..
This sounds more like police words into the mouths of young people 20 year old and a 19 year old.
So the accident occurred in August it is now November. Have they been held in interrogation since then and it has taken 4 months to finally get a confession?
