Police caution 158 minors for using Internet to solicit dates, sell underwear

The National Police Agency said that in 2013, it reprimanded 158 minors for using the Internet to solicit paid-for dates, prostitution or sell underwear.

Last year, the NPA instituted a cyberguidance policy to prevent minors under the age of 18 from being victimized or from indulging in sordid acts. Officers go online in search of minors who are offering sexual services and notify them that what they are doing is illegal.

The NPA said that 150 girls and 8 boys ranging in age from 13 to 18 were contacted by police last year, NTV reported Friday. Of those, 73 girls had posted messages offering to sell their underwear, while 82 were involved in prostitution, NTV reported.

The NPA said that officers arranged to meet the minors in person after contacting them online without identifying themselves as police officers. After meeting them in person, the police then took them to their parents.

As messed up as it is, I don't see how selling panties could be illegal. You can sell shirts and other articles of clothing. Selling underwear, while probably sexual, is not sex.

I wonder if any of you have considered the potential fallout from angry fathers? I am not so sure the cops should be taking it upon themselves to drag the teens before their parents. Instead of online soliciting, we could wind up with a rash of suicides and runaways. Sometimes the "cure" is worse than the disease.

If these JUNIOR PROSTITUTES are going to run away, suicide, get pregnant, have abortions etc...they WILL DO IT, no matter what the cops, the parents try to do! Some people are just way too stupid for their own good, no matter how much you try to help them. IMHO but do I hope these young girls learn a lesson and STOP?? Yes, yes of course. Will 100% of them stop taking advantage their young age and loveliness to get $$$?? Hahaha, prostitution is the OLDEST job in the world and it will NEVER GO AWAY!!

If Japan's so rich, and such a great country to raise children as some claim, then why on earth are there youngsters resorting to selling their bodies or underwear like desperately poor kids in some so-called third world nation?

Maybe because it is a materialistic, image conscious, kawaiiii society where everything is about the money. Values and morals are words less used in this society. See the story about Japanese housewives waiting for their hisbands to die so they can live a fuller life. Ha!

As we all know, that's the oldest profession. It seems as long as humans inhabit the Earth there will be bartering for ... services. If the individuals are of consenting age, then it's their (unwise) choice. But to those who buy the products or services; Please seek psychological help.

Why not put the parents in some sort of parenting program? Sorry but if your 13 year old is selling her underware online, someone clearly hasn't had positive family influence and the parents need some help in this area. Also, if the same girls are caught again, another slap on the wrists??

I applaud the police for their efforts, but let's be honest here... Japanese society and pop culture as a whole sends some pretty mixed messages to its youth about what is and isn't acceptable regarding sex, underage or otherwise.

Anyone seen the TV variety show Shabekuri 7? They had as guests yet another of the endless parade of newly debutting AKB-esque girl bands on, ages ranging from 13 to 17. The men that make up the celebrity panel for this show were practically tripping over themselves in scarely concealed lust for these girls. And the audience, made up primarily of young 20-something women, laughed and giggled and cheered all the way through the spectacle.

The girls caught in this sting aren't doing anything worse than acting upon what society tells them is their inherent value to Japan.
