Police in Ishikari, Hokkaido, have arrested a 33-year-old man on suspicion of stealing three items of women’s underwear from a house. Police said a search of the suspect’s home turned up around 200 items of women’s underwear.
According to police, the suspect, a company employee, sneaked into a house through an unlocked door at around 9 p.m. on June 25 and stole three items of women’s lingerie. Local media reported that the occupants, a man and his wife, were home at the time, in another room, and were not aware of what had happened.
After noticing that some of her underwear was missing, the woman filed a complaint with police who checked street surveillance camera footage. The suspect was identified and arrested on Wednesday. Police quoted him as saying stealing women’s underwear satisfied his sexual desire.
Police said they are investigating where he got all the other underwear.

From what I've seen the majority of these guys don't want "new" underwear.
They specifically want them used.
Many of them are double dipping for "thrills". The sexual gratification of having a woman's used underwear, as well as their klepto urges for the thrill of stealing... similar to the feeling of shoplifting.
The vast majority of them could easily go to any department store and buy a brand new pair of panties if they wanted to.

But why exactly it has to include stealing? Many different or similar of such ‘things’ nowadays are sold in stores , vending machines or online shops, also fresh or used underwear for those specific pervies. There must be more to it, something no one else can ever understand.
