Police inspector arrested for assaulting station employee over train delay

A 59-year-old Osaka prefectural police officer has been arrested on suspicion of assault after he roughed up a 34-year-old station employee.

According to police, the officer, Masahi Nouno, who is an inspector in the Community Affairs Division at Oyodo Police Station in Osaka, assaulted the employee at JR Aboshi Station in Himeji at around 6:30 a.m. Sunday. Fuji TV reported that the incident occurred as Nouno was on his way to work.

After hearing that his train was running late, Nouno got into an argument with the JR employee at the ticket gate. He demanded to know why the train was delayed and grabbed the employee by his collar and pushed him around, according to witnesses.

The station employee did not suffer any injuries, police said.

Police said Nouno has dismissed the allegation and quoted him as saying, "Although I did grab the man’s clothes, I neither pulled him toward me nor intended to assault him.”

I often have trouble separating the police from gangsters - not just in Japan, but in many countries. There are good police, but the ones who engage in this sort of behavior should get double the punishment. In addition to committing a crime, this sort of cop is also violating the public's trust in police.

It's doubtful it will go to trial. The huge majority of these cases, the accused and the defendant come to an agreement on an amount of money, which is then paid and the charges dropped. The standard rate for a punch in the face is around 300,000 - 500,000 yen. This wasn't a punch, but does sound to be more than just a single push, so depending on how long it went, I would imagine it will be in the same range.

So a judge in a criminal case can garnish wages as a form of sentencing? Really? I'd like to know more about that, please.

Community Affairs Division? Yuk! Yuk! I'm pretty sure this goon needs some anger management counselling. This is nothing short of bullying and intimidation, which should be an abuse of his power as a cop (flop). Oh, and just in case he is not aware of the law, grabbing a person by the clothes and shaking them is an assault, you stupid jiji!

What an idiot. And to do it at JR, which always has delays... This guy was (hopefully was) an Inspector (警部補) which rank wise is comparable to Captain or Lieutenant.

Make him pay some damages but don't go too harsh on the guy. I can understand this guy's frustration though, although not sure about Osaka, the trains in Tokyo have become dreadful in the mornings recently. Some of the subway lines are 100% late every day for the past few years, so I think the train companies need to step up their organisation to avoid future incidents like this

YES! I keep saying this. Police who commit a crime should get harder punishments than regular people.

With the amount of felonies committed by the police in Japan I wonder if keisatsu shouldn't fall under the bouryokudan category.
