Police in Onomichi, Hiroshima Prefecture, have arrested a 48-year-old police officer on suspicion of allegedly sexually molesting a 13-year-old girl who was at home alone.
According to police, Hirokazu Odahara, a sergeant at the Onomichi Police Station’s Community Affairs Division, was on duty at a koban (police box) on Nov 22, Sankei Shimbun reported. He went out on patrol and visited the home of the girl at around 3:15 p.m. At the entrance to her home, he asked if she was alone, which she was. He then claimed there was an insect on her shoulder and allegedly touched the girl’s upper body over her clothes.
The girl reported the incident to her parents when they returned home and they consulted with the school which contacted police.
Police said Odahara has denied the charge and quoted him as saying “I touched her clothes but did not touch her body. This was not an obscene act.”
Hiroshima Prefectural Police released a public apology stating, “This was improper behavior for a police officer, and we send my deepest apologies. We will take strict action against [the suspect].”
This is the third reported arrest of a prefectural police officer this year, according to local media.

A victim’s statement must always be considered valid. Also, a male officer should never be alone with a female unless it’s in the moment of an extreme emergency. So, of course, there’s cause for his arrest & suspension while the case is being investigated.

… But, as always with the limited details and the manner in which this is reported here, there is always something more to the story that seems missing as to the ‘why’s & how’s’ he went to ‘visit’ the girl the residence.
Was he dispatched by the school for her truancy, or another school matter?
Another reason for pause is why did the parents ‘consulted the school’ after the girl reported the incident to the parents?

Seems like many people commenting here were there and saw what actually happened; that genkan must have been very crowded.
3-15 is a bit early to be home from school in many places, maybe the school is close by? Did he ring the bell after seeing her enter the house or was she just arriving home at the same time he passed by? Or, maybe, she made up the story? Who knows? Not me for sure and not you either.

One of my Japanese students (a housewife) told me about a police officer who visited her house one day to introduce himself. Self-introductions are one thing at the front door, but then the officer sidestepped her and walked right past her into her own house, sat down in the living room while waiting to be served a cup of tea. She quite surprised as she had never invited him in.

I'm starting to doubt the girls compliant. Apparently this teenager had done some damage to her school and the police were investigating. It does say "Community Affairs Division,". She could be making the whole thing up. If so, I feel sorry for the Policeman and his family having to go through this. If it's true, which I doubt, then don't pass go, go to jail.

For those wondering why the police officer was at the girl's house in the first place. This is quite common in Japan...
"Communication with residents (Door to Door visits, Newsletters, Liaison council) Door to door visits help police maintain a good relationship with the community and grasp the situation in an area. They are designed to give advice regarding crime prevention to homes and businesses as well as to listen to the opinions and requests of residents. When an officer visits a home or business, he hands out a “door to door visit card” and asks that it be filled out with the names of the family members or employees and emergency contact information in case of a crime or accident. During door to door visits, officers distribute information about crimes and accidents in the area, safety measures, and the like. Police boxes publish one-page long newsletters once a month, or every few months. They used to be handwritten before the prevailant use of personal computers. Each newsletter is designed to be passed around or distributed to households within the jurisdiction of the police box. Topics center on crimes, accidents and preventive methods, with pictures and graphs to be more interesting to the reader. Apart from interviewing residents during door to door visits and conversing with visitors, each police box has set up a police box liaison council. There are legally defined steps and the officer is obviously aware of that. Putting your hand inside another person’s clothing is step one, which is why he is careful to say he touched her ‘over her clothes’. A messy affair, unlikely to be happily resolved.
