It's not like they suddenly become unemployed when they're in plainclothes. They're still police officers.

An under cover cop as is the case in this incident or one who is off duty looks like anybody else. No way to know one is chasing a cop. In the US though it is probably wise to assume anyone you meet is armed, but no so likely in Japan.

Police force in deed. On second thoughts, might not the gung ho behavior on display be part of a coordinated attempt to resuscitate an image tarnished recently by the cop busted for upskirting. The police officer was arrested as he should have been. I only wonder what would have happened if this had happened in the U.S. Any citizen would have to be out of his or her mind to chase an armed drunk cop. If one did one would likely end up dead. The cop would be exonerated. Any protesters would be told the police were protecting them.
