Police officer arrested for assaulting restaurant worker

Police in Tokyo have arrested a 42-year-old police sergeant on suspicion of assaulting a restaurant worker.

According to police, the incident occurred at around 9:40 p.m. on Sunday outside a gyudon (beef bowl) restaurant in Koto Ward, Fuji TV reported. Police said Keita Setsukinai, who works in Nishiarai Police Station’s Organized Crime Department, has denied the charge and quoted him as saying he “doesn’t recall” the incident.

Police said Setsukinai finished his shift at 1 p.m. Sunday and began drinking alcohol at his home. At 9:30 p.m., he went to the gyudon restaurant located five kilometers from his home. After finishing his meal, he kicked the ticket machine as he left. A male employee, who is in his 50s, chased after him, at which point Setsukinai grabbed him, threw him to the ground and kicked him in the left abdomen.

At the time of his arrest, Setsukinai was intoxicated and had a blood alcohol content of 0.88 mg per 100 ml of exhaled breath.

How drunk is that?

At the time of his arrest, Setsukinai was intoxicated and had a blood alcohol content of 0.88 mm per 100 ml of exhaled breath.

Under-surprise of the day. There is something particularly odious about a cop who abuses his training.

Well, whatever happened, then just fire that idiot because he is not even capable of recalling. That profession requires that you can recall what just happened, so that own statement should be sufficient.

If it’s not up skirting then it’s kicking people in the ground-what next?

Classy.

”I can’t recall” guess a policeman would know what to say ! Best way not to incriminate himself?

alcohol in the bloodstream is measured in milligrams (mg) of alcohol per 100 milliliters (ml) of blood. It is usually expressed as a decimal such as 0.08 or 0.15. For example, a BAC of 0.10% means that an individual's blood supply contains one part alcohol for every 1,000 parts blood.

blood alcohol content of 0.88 mm per 100 ml of exhaled breath.

How drunk is that?

That’s pretty buzzed. Hope he didn’t drive that five kilos.

I dated a female police officer for a while. She said that most women join the force because of daddy issues and that most men join because of feeling inadequate downstairs. I don't think she was lying.

Drunk and Probably drove to the restaurant while drunk, then he kicks the machine, then he beats up the worker, then he  “doesn’t recall” the incident. just an out of control thug, imagine what he looks like in uniforms with a weapon !!? Scary !

0.88 mm per 100 ml

Limits are either calculated in mg per mL of blood, or in mL per L of breath.

Millimetres (mm) make no sense here.

Also mL is the correct spelling since the SI unit is L.

The J-police is often involved in bad things.

You got that right!

Occupation” has more than one meaning. Not just meaning, for example, the US Marines in Okinawa from 1945 - 1972 but also, a person’s job, profession, vocation or ‘line of work”.

The perpetrator, in this case. is/was a “police sergeant” regardless of whether he was “On-Duty” or “Off-Duty” AND where he was “in uniform” or wearing “civilian clothes”.

That's about 8 beers for a 73kg male.

Eight beers in one evening is hammered.

Police said Keita Setsukinai, who works in Nishiarai Police Station’s Organized Crime Department

Keita seems to be taking a cue from the people he is suppose to be arresting.

Gangster wannabe?

0.88? And vertical? He must have been on a Tequila binge. 0.30 is usually rather .... faced but 0.88. My Liver hurts thinking about his Liver... Cop or not, at that level of Ethanol poisoning, one is only barely Human.

Lol, true that. Must have built up an alcohol tolerance from years of heavy drinking.

”I can’t recall” guess a policeman would know what to say ! Best way not to incriminate himself?

One wonders if there is surveillance video footage that might refresh his memory?

0.009 BAC is just barely above the limit to be considered DUI -- slight impairment, reduced balance and reaction time, judgement and self-control.

0 ( +1 / -1 )

What's this in % BAC? The way they phrase it here is meaningless to me. BAC is a lot more universally understood.

Certinly not 0.88%, think he'd be dead. So guessing 0.088% which isn't even DUI territory in a lot of places. That's only 3-5 drinks for many people.

BAC is mg/100ml

Breathalyzer has to be converted to blood alcohol. It's estimated at a ratio of 1:2100 to convert to BAC

The units are g/210L

0.88mg/1000 to convert to grams = 0.00088g

100ml to convert to L = 0.1L

0.00088 x 0.1 x 2100 = 0.185%

That's about 8 beers for a 73kg male.

In the US military and police there is a period after duty time where they can't touch alcohol.

Eight beers in one evening is hammered.

And that doesn't excuse his behavior.

After lots of bowing, he will get a demotion and a 20% reduction in pay for three months.

What? When has that ever been the punishment for this type of crime in Japan?! I think you're speaking without knowing about that on which you are speaking.

Obviously he wasn't in uniform so he wasn't a police officer when the incident happened.

It's not like they suddenly become unemployed when they're in plainclothes. They're still police officers.

. Any citizen would have to be out of his or her mind to chase an armed drunk cop.

An under cover cop as is the case in this incident or one who is off duty looks like anybody else. No way to know one is chasing a cop. In the US though it is probably wise to assume anyone you meet is armed, but no so likely in Japan.

Is this an indication that Japanese society is breaking up? When the cops don’t uphold order but instead promote disorder

Throw this worthless, good for nothing violent scum into a prison for a few years with the general prisoners. See how tough he is then.

"...had a blood alcohol content of 0.88 mm per 100 ml of exhaled breath."

N.M. Today | 05:34 pm. - Thank you for that accurate and detailed explanation...SI units of measurement are important!

Of course he doesn't remember, it was a long day (his shift probably began at 1am in order to end at 1pm) and he had plenty of sauce.

After lots of bowing, he will get a demotion and a 20% reduction in pay for three months.

Police force in deed. On second thoughts, might not the gung ho behavior on display be part of a coordinated attempt to resuscitate an image tarnished recently by the cop busted for upskirting. All alternatives are bad, it’s just that some are less bad than others; which in many people’s eyes makes them good.

agree with you both!

Reads like 2002’s Infernal Affairs or, Scorsese’s 2006 The Departed. Perhaps there were ‘watchful eyes’ and this was to begin ‘his cover’ as a ‘good cop gone bad’. - eh…, maybe not. - But still, good movies.

- “… works in Nishiarai Police Station’s Organized Crime Department, has denied the charge and quoted him as saying he “doesn’t recall” the incident.” -

.88 ml and was able to walk five kilometers? I don’t think so.

A man was arrested for assault.

Obviously he wasn't in uniform so he wasn't a police officer when the incident happened.

Duh !

-7 ( +0 / -7 )

Headline is misleading !

Off duty police officer was arrested !

Because he wasn't working at the time .

-12 ( +8 / -20 )

The police officer was arrested as he should have been. I only wonder what would have happened if this had happened in the U.S. Any citizen would have to be out of his or her mind to chase an armed drunk cop. If one did one would likely end up dead. The cop would be exonerated. Any protesters would be told the police were protecting them.
