Police officer arrested for filming up skirts of high school girls

A 25-year-old off-duty police officer has been arrested after he was caught filming up the skirts of two high school girls, aged 17 and 18, at a train station in Chiba Prefecture.

According to police, at around 4:30 p.m. on Monday, Takehito Fukuda used his smartphone to film up two girls’ skirts while they were going up an escalator at JR Tsudanuma station in Narashino, Chiba Prefecture, Fuji TV reported.

Another police officer on patrol at the station noticed Fukuda acting suspiciously and questioned him about his behavior. Fukuda admitted to the crime and was arrested on the spot, police said.

The Chiba Chuo Police Station, where Fukuda is based, released a statement, apologizing and commenting that “it is highly regrettable that a policeman was arrested over a crime of this kind.”

I am surprised there are comments that tells they don't realize this action is criminal action. He is arrested so he is put in jail. He will be in court. But right away, he loses job. Many comments here sounds they are pervert themselves. Or are you guys have been doing same action? Especially sumo ode? you wrote same way rapists and perverts confess when they are caught.

How are they "degenerates" exactly? They are doing what every heterosexual men would like to do is seeing up the skirt of women. There is nothing wrong with the thought. It is normal for a man to try to see the underwear of a woman, it's called sexual desire. Acting on the urge is wrong however because we should protect all members of society from unwanted sexual harassment. That's where he made the mistake, acting on his thought.

Don't tell me what I should think when I see a young, good looking woman, I think of sex. Totally normal. Being inappropriate with her is the problem.

The qualities of the Japanese police have disintegrated in recent years, as have the qualities of Japanese society. Yes, there are still many good officers in their organization, but many of them seemed to have lost pride in their work. They must be reminded from time to time that they are public servants and that their behavior is being scrutinized all the time.

Listen, you will not be able to demand protection on the basis of "female temptress" for very long now. What about girls rolling their skirts up so high that it looks like they're wearing nothing more than a wide belt?

You put this bird seed out, then complain when the birds eat it. Let's make a rule that the 18 year olds have to roll down the skirts to the normal length - just above the ankles. That will solve the problem.

My friend's husband is a police officer and he has been stopped several times for speeding and even caused an accident while off-duty. He is able to go to work the next day each time as if nothing happened.

What amazes me most is that there are still blokes, let alone coppers, who are willing to 'risk it all' i.e work, love and family life for a couple of poor shots of someone's undies!

Plus one would think cops have the faculty to empathize with victims or potential victims. This cop has clearly demonstrated here that he doesn't care nor think about victims. Sackable offense in my book.

So is the JPA going to demand that all off duty police stop using smart phones and riding trains akin to the US Navy unit in Okinawa banning drinking. Double standard here, if anything we expect young sailors to drink.

This is actually more common than anyone would like to admit, especially in Chiba. I know this particular case involves a cop, but I've caught half a dozen creeps filming up skirts in Chiba over the last few years. Sadly though, I got into as much trouble as them for attempting to apprehend the first couple, so now I just give them a nudge to let them know they are busted and they always run away like the pathetic little cowards they really are. It's about time this sick offense was upgraded to a serious assault, which is what it really is, and should carry a severe penalty instead of just a little public shaming.

To be fair, reduced salary is considered a pretty black mark. The guy will be competing against many people without such black marks in the promotion stakes. In effect, his career is over unless he has powerful patrons that can pull him through this (not that likely).

Police Officer are among the most powerful people in any society both in & out of uniform. He should held to high standards. He betrayed public trust. Fire him, do not pass go, do not collect $200.
